- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number HDTRA1-07-T-0003 is issued as a Request for Quote using Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20060327. The North American Industry Classification System code for a Rotary Wing Unmanned Aerial Vehicle is 336411; The Government intends to issue a firm fixed price purchase order for the following line items: CLIN 0001: Rotary Wing Unmanned Vehicle with 18lb payload capacity, electric start; CLIN 0002: Camera with mount to be mounted on the Auto-Copter; CLIN 0003: Operational Support -Telephone support to resolve problems or concerns; CLIN 0004: Tool kit – for quick field maintenance; CLIN 0005: Spare Parts Kit; CLIN 0006: Maintenance Support (Airframe); CLIN 0007: Software Support & Upgrades; CLIN 0008: Ground Control Station – Full Autonomous Flight(includes laptop computer & radio modems); CLIN 0009: Range Data Link – connects copter to ground station; CLIN 0010: Training (5days for 6 personnel); CLIN 0011: Shipping; The required delivery date shall be sixty days from date of award; The following FAR provisions apply to this solicitation: FAR 52.212-1, Instruction to Offerors, Commercial Items; FAR 52.212-3, Offerors Representations and Certifications, Commercial Items , (or a statement that this has been completed at https://orca.bpn.gov) are to be completed and submitted with the offer; The following FAR Clauses are incorporated herein FAR 52.212-4 Contract Terms and Conditions Commercial Items, 52.212-5-Contract Terms and Condition Required to Implement Statutes or Executive Orders-Commercial Items, specifically citing the following: 52.222-19, 52.222-21, 52.222-26, 52.222-35,52.222-36, 52.222-37, 52.225-13, 52.232-33; 52.252-1. In addition, the following clause applies: 52.247-34 F.O.B. Destination. DFARS Solicitation clauses incorporated by reference; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions of Commercial Items, specifically 252.225-7001 Buy American Act, and Balance of Payments Program, 252.232-7003 Electronic Submission of Payment Request, 252.204-7004 Alternate A Required Central Contractor Registration. Clauses and provisions incorporated by reference may be accessed via the internet at http://farsite.hill.af.mil or http: arnet.far.gov. All quotes must be for the item stated, partial quotes will not be considered. Responses/Offers are due 3:00 Eastern Standard Time on April 27, 2007. Quotes may be submitted via fax or e-mail.
