Description
THE PURPOSE OF THIS AMENDMENT IS TO MODIFY THE STATEMENT OF WORK. THE MODIFIED STATEMENT OF WORK IS IDENTIFIED HEREIN. SOURCES SOUGHT NOTICE AND REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATON (RFI) ONLY. No solicitation is available. This RFI is released pursuant to FAR 15.201.(e), Exchanges with Industry. The Naval Special Warfare Development Group (NSWDG), Virginia Beach, Virginia issues this RFI regarding a requirement for Selection and Training support services. STATEMENT OF WORK Selection and Training Scope: This requirement establishes the requirement for providing four (4) direct training/cadre instructors, 1 Administrative Specialist and 1 Supply/Contracting specialist for the Naval Special Warfare Development Group (NSWDG), Dam Neck, VA. NSWDG provides centralized management for the development, test and evaluation of current and emerging technology applicable to Naval Special Warfare forces; and develops maritime, ground, and airborne tactics for Naval Special Warfare and possible DoD-wide application. The specific level of effort for this is defined in the task section listed below. Overview: The following descriptions of work define the support and tasks required by NSWDG. During the conduct of these tasks, the contractor shall not make any policy or managerial decisions. All documents, recommendations, or findings prepared by the contractor shall be considered draft and presented to the government for decision. Tasks will be primarily performed at the NSWDG facility unless otherwise directed by the government. The Instructor contract personnel (x4) will be intimately familiar with current Naval Special Operation Forces operational policies and procedures and will augment cadre and serve as Naval Special Warfare range safety officers and training instructors. Contractors will also be required to be able to utilize the Microsoft Office Suite of software including: Word, PowerPoint, Excel, Access, and Outlook. Selection and Training Instructors/Cadre X 4 The following describes the tasks typical of the services required: ? Responsible for the training of all basic qualified Combat Support/Admin Support personnel in an arduous advanced 8 week course of instruction (COI). This would include all aspects of Close Quarters Combat, Land Warfare, Urban Training, Desert Warfare and Mobility, Tactical Driving, Tactical Shooting, Communications, Medical and any unique techniques developed by the unit. ? Contract trainers will have a thorough understanding and ability to apply Tactic?s, Techniques and Procedures, and will be responsible for instructing, training and evaluating students on a daily basis. Travel will be a necessary part of the position and time away from home is required. ? Participate in daily meetings to review and evaluate the students training progress and provided and identify opportunities to improve the quality of training. When necessary the contractor will recommend corrective action when problems exist. Should a meeting occur outside of regular working hours, the contractor shall be required to read and initial the minutes of the meeting. ? Required to maintain data on all students and their training performance to include all necessary paperwork/records. The contractor will enforce assessment measures of proficiency for all students and make recommendations to the training Chain Of Command. ? Responsible for care and maintenance of vehicles, personal issued weapons, training equipment and instructional material. ? Responsible for scheduling of facilities (e.g., ranges) for the COI/training, as well as overseeing training to provide input and advice. ? Required to give presentations and briefings as needed to outside organizations and students. ? Required to attend courses/training to further his/her knowledge and schedule the same for students as needed. ? A thorough knowledge of firearms and firearms safety is required. Candidates must have been a certified Naval Special Warfare Range Safety Officer. DELIVERABLES: Data, reports, and briefings will be delivered to NSWDG as required. Routine reports and briefings are anticipated. Electronic copy shall be in Microsoft Office Suite 95 or better. All deliverables shall meet NSWDG draft standards. NSWDG shall have thirty days to review all deliverables from the contractor. The contractor shall incorporate all comments and resubmit deliverables for approval. The contractor will provide electronic copies (in the current type and version in use by NSWDG) of all plans, curriculum, modules; inventory?s and reports to the NSWDG Training Officer. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI, including any subsequent requests for proposal (RFP). Any proprietary information submitted will be protected if appropriately marked. All responses (one response per company) are to be provided on company letterhead and limited to fifteen pages. Responses must be submitted via email to Christine Anderson at christine.anderson@vb.socom.mil and in Microsoft Office format. Questions may be sent to Christine Anderson at the email address provided herein this announcement. All packages submitted electronically or by electronic media shall be free of any computer virus. If a virus is found, the package wil be destroyed and a replacement will be requested, which must be provided within three days after notification. Response to this RFI must arrive in this office no later than 4:00 p.m. (EST) on 8 June 2007.
