- NOTICE OF INTENT TO AWARD SOLE SOURCE, a Cost Plus Fixed Fee Type Contract to BioWarn. See attached Statement of Work for the details of this requirement. This notice is not a request for competitive proposals or a solicitation of offers. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. This requirement is subject to the availability of funding. THIS IS NOT A REQUEST FOR A QUOTATION. However, if a company/university has reason to believe that it can meet or exceed all the needs of DTRA for this requirement, it may submit documentation to support its claim. ** Responses are due not later than (NLT) 12:00 PM (noon) (ET), Friday, 20 July 2007. Responses received after this date/time are considered untimely and will not be considered. See Numbered Note 22.
