- The purpose of this modification is to make changes to the pre-solicitation notice posted on 5/22/07. The 100% SMALL BUSINESS SET-ASIDE for Groups 3, 4, and 5 has been changed to UNRESTRICTED. Therefore, Groups 1 through 5 will be solicited on an UNRESTRICTED basis to promote and provide for full and open competition. All offers submitted by a large business concern must contain a Small Business Subcontracting Plan.
