- (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) The solicitation for commercial maintenance is issued by the U.S. General Services Administration (GSA), Northern California Area Team (NCAT), Federal Acquisition Service (FAS) on behalf of the Department of Defense (DOD), Defense Manpower Data Center (DMDC) West in Seaside, CA. (III) This solicitation number is 9T7NJJIC515 and is used as a Request for Quotes (RFQ). The Government may transmit or post any common questions and answers regarding this solicitation to all interested parties. (IV) Document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-12. (V) This solicitation is issued on an unrestricted basis. (VI) Description of Requirement: Standard Maintenance Renewal for KANA Contact Center EJB v7.0 with 1 Application License and 100 Names Users. Part Number is 106-SMR-700-EN-A. Silver Service Level includes: * Telephone Support Monday-Friday 6am-6pm PST * 12x5 ? One (1) Hour Response Priority 1 * 24x7 ? Web, Email and KB Access * Case Tracking and Submission Review * Support Orientation * Monthly Technical Bulletin * Three (3) Designated Contacts * Bug Fixes, Updates, and Upgrades Required Period of Performance: July 01, 2007 through June 30, 2008. (VII) All Maintenance shall be performed in accordance with Contracting Officers Technical Representative (COTR) instruction on-site at DMDC West, 400 Gigling Road, Seaside, CA 93955 (near Monterey, CA). (VIII) The following Federal Acquisition Regulation clauses apply to this solicitation and any subsequent award: (Clause 1) 52.212-1 -- Instruction to Offerors -- Commercial Items. (Jan 2006) is hereby incorporated into this solicitation by reference and the following additional instructions apply: (Clause 2) 52.212-2 -- Evaluation -- Commercial Items (Jan 1999) is hereby incorporated into this solicitation in full text as follows: a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be lowest price technically acceptable. Technical Capabilities: Offeror must meet all technical requirements and details as described in the Bill of Materials, under (VI) Description of Requirement above. If offering software maintenance other than what is described in the Bill of Materials, you must demonstrate your understanding of the Bill of Materials and describe in detail how you will meet the salient characteristics. Delivery: Offeror must demonstrate/confirm ability to provide software maintenance for the renewal periods as stated above under (VI) Description of Requirement. Price: Provide a total price that is fair, reasonable, and realistic. (b) A written notice of award or acceptance of an offer; mailed or otherwise, furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
