Description
In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, intends to negotiate on a sole source basis with Horiba Instruments Inc., for preventative and remedial maintenance on all Horiba instrumentation, benches, CVS units, and dynamometers located at the National Vehicle and Fuel Emissions Laboratory (NVFEL), located in Ann Arbor, Michigan. The contractor shall furnish all parts, labor, supervision and equipment necessary to provide preventive and remedial maintenance. The Preventative Maintenance shall be provided for the five (5) Horiba 2WD Light Duty Electric Dynamometers. The Remedial Maintenance shall be for ALL other Horiba instrumentation, benches, CVS units and dynamometers. The period of performance shall be for a base year of 12 months, with 2 option periods, 12 months each, for a total of 3 years. Horiba instruments contain proprietary software password codes which must be utilized in order to perform the required maintenance. The NAICS is 334513, size standard 500. THIS NOTICE OF INTENT is not a request for competitive proposals. No solicitation document is available. However, interested parties may identify their interest and capability of meeting EPA requirements to respond to the requirement by submitting technical documentation to Linda Merryman, Contract Specialist, at the office identified above, by fax (513) 487-2107 or by e-mail merryman.linda@epa.gov. The documentation must establish that the firm has the potential of performing this work. Anticipated award date is August 1, 2007. Documentation must be submitted to Linda Merryman by 2:00 PM, June 14, 2007 in order to be considered by EPA. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
