- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil/ . While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. Offerors are encouraged to access information also available on the NSWC Crane Division web site at http://www.crane.navy.mil/acquisition/homepage.htm . NAVSURFWARCEN Crane Division has a requirement for an Infrared Thermal Imaging Microscope System as follows: Thermal Imaging Microscope System with High Speed Transient. Measurement - InfraScope II - including Thermal Mapping Microscope Base System, Thermal Imaging Camera upgrade to 512 x 512, InfraScope II infrared lenses (1x, 5x, 15x, 1/3x), High Power 4" Thermal Stage, Vibration Isolation Table and High Speed Transient Temperature Measurement in accordance with NSWC Statement of Work and Specification. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources. An offer will be solicited from Quantum Focus Instrument Corporation, 990 Park Center Drive, Suite D, Vista, CA 92083. The proposed supply contract action is for a commercial Firm-Fixed-Price contract for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2). It has been determined that the Government requirement for these supplies can only be met by one manufacturer. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contr act based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on or about 29 June 2007. Closing date will be on or about 13 July 2007. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to su bmit offers to the POC at NSWC Crane to be considered.
