Description
The National Park Service, Historic Preservation Training Center, is soliciting proposals for all labor, facilities, equipment and transportation necessary to provide dimensionally cut buff variegated sandstone that will match the characteristics of Historic Aquia Creek Sandstone for the restoration and repair of Cenotaph Memorials at Historic Congressional Cemetery, 1801 E Street SE, Washington, DC 20003. The National Park Service, Historic Preservation Training Center's requirement of the Offeror is to provide the following material requirements: All sandstone shall be of standard architectural grade, free of cracks, seams, starts, or other traits that may impair its structural integrity or function; Flat sawn, honed finish on all six sides to approximate dimensions identified below. Dimensional tolerances shall be within 1/8" on all sides and surfaces as inspected with a 4' measure in any direction; Clean and smooth finished surfaces on all sides 96% free of natural inclusions and 98% free of damage, flaws, defects and surface imperfections. All stone bedding planes shall be run horizontally. Naturally occurring imperfections or inclusions shall be no more than one square inch in size on all sawn and finished surfaces and all material graining shall be in the horizontal dimension. Stone Dimensions for each item listed are length x width x height. Component A, Conical Capstone Sections, Dimensional Unit Size 24" x 24" x 12"; Component B, Upper Body Stone, Dimensional Unit Size 30" x 30" x 30"; Component C, Lower Body Stone, Dimensional Unit Size 48" x 48" x 11.5" or 2 units 24" x 48" x 11.5; Component D, Base Stone, or 33" x 66"x 12"; and Component E, Inset Panels, Dimensional Unit Size 20" x 20" x 1". Photographs of representative historic samples of Aquia Creek Sandstone showing the most extreme cases of variegation are available at: http://www.nps.gov/training/hptc/hptc.htm under Preservation Services, Solicitations. Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria identified in the Solicitation; Criteria A, Two Sandstone Samples. At a minimum, samples sizes shall be 6"x6"x1", and represent color variation, grain size, binder composition and presence of natural inclusions compared to Historic Aquia Creek Sandstone;Criteria B, Provide current test results, not more than one-year old, for stone test data that meets the minimum acceptable results according to ASTM C 616 Class I requirements; and Criteria C, Demonstrate the ability through photographs or written narrative the offeror's ability to provide the dimensional size and quantities required. The Government anticipates award of a firm-fixed price contract on or before August 21, 2007. The Solicitation with be issued electronically on Federal Business Opportunities website at http://www.fedbizopps.gov. Offerors must register on the Fed Biz Opps website to receive updated information about the solicitation. The Solicitation with specifications shall be posted on or about June 19, 2007. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to: National Park Service, Historic Preservation Training Center, 4801A Urbana Pike, Frederick, Maryland 21704, on or before 12:00 p.m. local prevailing time on July 18, 2007.
