Description
The U.S. Bureau of Reclamation is issuing a solicitation for the purpose of requesting the submission of SF-330's for the performance of hydrographic data collection and other professional services. The location of work will be for sites located within the Bureau of Reclamation's Upper Colorado region. The majority of the work is expected to be performed within the state of New Mexico, on the Rio Grande, Rio Chama, and Pecos Rivers. The Middle Rio Grande Project, extending from Velarde, New Mexico to Elephant Butte Reservoir, is anticipated to be a focus area for work. The list below provides a general description of the type of work to be covered under the contract. The majority of the work is anticipated to fall under Item Nos. 1 and 2. 1. Hydrographic Data Collection: Collection of field data, including tasks listed below, and preparation of reports documenting data collection activities. * Cross-section surveys, or topographic surveys, of the river channel and floodplains. * Collection and laboratory analysis of river bed samples, floodplain soil samples, or suspended sediment samples. Collection of water quality samples may also be required on a limited basis. * Bed form surveys and bed load measurements. * Installation and operation of stream gages or data collection devices. 2. Professional Technical Services - Hydraulic Engineering: Services for data analysis, studies, alternative analysis, and design work for river engineering projects, including the following types of activities: * Analysis of hydrographic data and hydrology data, including development of computer models, for hydraulic, hydrologic or sediment transport studies. * Preparation of Geomorphic Assessment Reports for project areas. * Preparation of preliminary and final designs, drawings, technical specifications, and cost estimates for project work. Typical project features include structural and non-structural river features such as: bank stabilization structures; flow deflection structures; fish passage and control structures; riverine, wetlands, and terrestrial habitat improvement features. 3. Professional Technical Services - General Engineering: General engineering services for data collection and design activities for the following types of projects: * Water conveyance structures * Roads, levees, and other geotechnical features * Small structures * Water wells * Mechanical and electrical features 4. Other Technical Services: Other services in support of work activities described above, including: computer aided drafting, computer programming, library cataloguing, and laboratory services. 5. Environmental Services: Performance of environmental investigations and studies; completion of environmental compliance documents and permit applications; and, performance of environmental monitoring during and after project construction. Contractor Personnel Requirements The following Key Personnel are required for work under this contract, with required qualifications and responsibilities as stated below. A list of Key Personnel shall be submitted as part of the Contractor's proposal and shall include personnel names, education, and work experience. Contractor personnel may be listed for more than one Key Personnel position, provided that they meet the qualifications of each position. Project Manager: A minimum of 10 years experience in work similar to that required under this contract and a minimum of 5 years experience in project management. The Contractor shall provide a Project Manager for each task order, who shall be responsible for scheduling and coordination of the work and shall serve as the primary contact to the Government. Principal Hydraulic Engineer: Must be a registered Professional Engineer and have advanced training in river mechanics, fluvial processes, sediment transport, and river restoration as well as a minimum of 10 years of work experience in these fields. Shall supervise field and office work pertaining to river engineering work. Principal Engineer - General Engineering (for projects not involving hydraulic engineering): Must be a registered Professional Engineer with a minimum of 10 years of work experience in the specific field of work required for individual projects. Shall supervise field and office work for projects not pertaining to river engineering. Principal Geomorphologist: Advanced training in geomorphology and fluvial processes, and a minimum of 10 years of general work experience in geomorphology, with at least 5 years work experience involving geomorphic assessments of riverine systems. Shall supervise field and office work for projects with complex geomorphic assessments. Survey Crew Chief: A minimum of 5 years experience in the performance of survey work and at least 3 years of experience in the supervision of a survey crew. Training may be substituted for experience, subject to approval. Shall directly supervise field work for collection of cross-section or topographic surveys. Direct supervision shall mean working in the field with the crew. Hydrographic Data Crew Chief: Shall meet the requirements stated for a Survey Crew Chief and have advanced training in hydrographic data collection methods, including stream gaging, bed form surveys, bed sampling, and collection of sediment samples, as well as a minimum of 5 years work experience in these fields. Shall directly supervise field work when hydrographic surveys include data collection such as bed form surveys, discharge measurements, and sediment or water quality samples. One person may serve as both the Hydrographic Data Crew Chief and the Survey Crew Chief, provided that the qualifications of each position are met. Principal Environmental Scientist: Professional training in the field of environmental sciences and a minimum of 10 years work experience in National Environmental Policy Act (NEPA) and Endangered Species Act (ESA) compliance. Shall supervise all environmental services work required under the contract. Evaluation Factors: Note: Evaluation Factors are listed in descending order of importance 1. Technical expertise - hydraulic engineering applications. Knowledge and experience of staff that will be performing work under this contract, including subcontractors. Emphasis will be placed on Key Personnel project experience involving river systems similar in size and nature to the Rio Grande, in the areas listed below. Key Personnel requirements are specified in the Synopsis of Work. Collection of hydrographic data Preparation of geomorphic assessments Sediment transport, hydraulic, and hydrologic modeling Development of innovative solutions to flood control problems Preparation of designs and construction drawings for flood control projects 2. Staff availability. Ability of the Offeror to provide sufficient staff resources and management of staff to ensure successful completion of work performed under the contract. 3. Past performance. Qualifications of the Offeror based on past performance on Government contracts or private industry contracts. Quality of past performance will be based on reported success in areas listed below, with emphasis placed on projects under the management of Key Personnel. General quality of work Professional integrity evident in quality of work Effective working relationships with contract representatives Completion of work on schedule Accurate project cost estimating 4. Technical expertise - Middle Rio Grande engineering issues. Specific knowledge and experience in Middle Rio Grande river engineering issues possessed by staff that will be performing work under this contract, including subcontractors. Emphasis will be placed on Key Personnel knowledge of Middle Rio Grande river processes and experience on Middle Rio Grande projects involving the following specific types of work: Collection of hydrographic data Preparation of geomorphic assessments Sediment transport, hydraulic, and hydrologic modeling Development of innovative solutions to flood control problems Preparation of designs and construction drawings for flood control projects 5. Technical expertise - general engineering applications. Offeror's ability to provide qualified staff with knowledge and experience in a wide variety of engineering applications, including the following type of design or analysis work, in descending order of importance: Water conveyance structures Water wells Roads, levees, and other geotechnical features Small structures Mechanical and electrical features 6. Environmental expertise. Offeror's ability to provide qualified staff with knowledge and experience in Middle Rio Grande environmental issues, with emphasis on the following areas: Knowledge of environmental regulations associated with flood control activities Performance of biological surveys Preparation of environmental documents The expected duration of the contract will be 1 base-year plus 4 one-year option years with an option to extend up to 6 months. The work will be performed under NAICS Code 541330. The contract will be indefinite delivery/indefinite quantities, firm-fixed price. The requirement is being procured utilizing Architect/Engineer procurement procedures as described in FAR 36. SF-330s must be submitted by July 17, 2007, 11:00 a.m. local time to Ms. Leslie Corpening, UC-848, Bureau of Reclamation, 125 South State Street, Room 6107, Salt Lake City, UT 84138-1147. Only hard copies of SF-330s will be allowed. Submit a total of 5 copies of the SF-330s. Prospective vendors must register in CCR prior to the award of a contract.
