Description
This acquisition is a proposed firm fixed-price contract and is to be competed via unrestricted full and open competition. The requirement will be conducted under FAR Subpart 13.5, Test Program for Certain Commercial Items. This subpart authorizes, as a test program, use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $5 million ($10 million for acquisitions as described in 13.500(e)), including opti ons, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial items. The North American Industry Classification System (NAICS) code for this acqu isition is 621910, with a small business size standard of $6.5 million. The period of performance will be for a five month period, 1 August through 31 December 2007. The contractor shall provide one flight ready dedicated helicopter and crews, trained per sonnel, medical equipment, medical supplies, fuel, maintenance, insurance, and all other items to provide rotor-wing air evacuation services. The aircraft shall be able to transport at least one litter patient with accompanying crew and be properly equipp ed, and preferably be equipped with a hoist for patient extraction from locations where the helicopter cannot land. The contractor shall furnish all personnel and services to comply with the requirements of this contract. The contractor shall be available to provide rotor-wing services from 0800 hours through 2400 hours 7 days a week. In addition to pilot, the helicopter shall be staffed by at least one RN (Registered Nurse) and one NREMT-P (National Registry of Emergency Medical Technicians  Paramedic). The contractor shall be Commercial Airlift Review Board (CARB) certified (or have the ability to become certified through the CARB). The contractor shall cooperate with the Commercial Airlift Division from the Air Mobility Command in order for them to cons ult on the company's operations and maintenance practices. Contract civilian air ambulance support must comply with DoD regulations mandating all civilian aircraft flying DoD personnel must be reviewed/approved by the CARB. The Commercial Airlift Division is the proponent for this action across DoD. The Chief, DoD Surveillance and Evaluations Branch, CARB Division, will be contacting the companies seeking data in order to begin the initial process of the CARB. The CARB checklist and requirements are located at the following website: http://www.amc.af.mil/library/businesscustomers.asp Flight operations shall be performed IAW appropriate rules under FAA part 135, and 14 CFR Part 91, pilots also should be aware of and familiar with local flying rules and regulations as listed in Fort Hood Regulation 95-1. The contractor, once notified, sh all be airborne and operating in Fort Hoods airspace no later than 15 minutes of notification. The Government anticipates issuing a Request for Quotation (RFQ), W91151-07-Q-0035, on or about 12 June 2007 with a tentative closing date of 28 June 2007. The RFQ will be available for downloading at the Army Single Face to Industry website at https://acquisition.army.mil/asfi. No paper copies of the solicitation will be mailed and telephone requests will not be honored. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov.
