JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND. The incumbent serves as the Senior INL Rule of Law Advisor for the Department of State, Bureau for International Narcotics and Law Enforcement (INL) and is responsible for developing recommendations and implementing the Department of State's Rule of Law programs in Iraq. The incumbent has primary responsibility for management and oversight of INL?s Rule of Law programs in Iraq, which include a justice integration program to improve coordination among Iraqi police, courts, and prisons; training and capacity-building for criminal justice system actors including judges, prosecutors, and Judicial Investigators; programs to provide security to courts, judges, and witnesses; and other programs to assist Iraq in developing a functioning legal and criminal justice system. The incumbent works closely with United States Government, Government of Iraq, international organizations, and non-governmental agencies and organizations such as the U.S. Department of Justice (DOJ), the U.S. Agency for International Development (USAID), the U.S. military, and Government of Iraq officials. B. PURPOSE. The incumbent plays a central role in developing policy and programs to assist in developing the Iraqi justice system, and interacts at all levels with officials at the U.S. Embassy in Baghdad and with other organizations in Iraq that are involved in programs for the reform of the Iraqi legal/justice system. The incumbent is responsible for ensuring that funds appropriated to INL programs are appropriately expended and that INL-funded programs are being carried out as authorized. The position is located in the U.S. Embassy, Baghdad, Iraq. I. STATEMENT OF WORK A. Implement and manage INL?s rule of law programs in Iraq. B. Oversee all INL rule of law programs being carried out by contractors and U.S. Government implementers, with travel inside and outside of Iraq as necessary to monitor such activities. C. Prepare budgets, budget justifications, and other budget-related materials as required. D. Manage INL funds related to rule of law. E. Serve as INL Baghdad lead in the design of new INL rule of law programs in Iraq. F. Serve as Embassy Baghdad lead in the preparation of INL?s rule of law budget submissions. G. Draft Statements of Work and related materials necessary to implement INL?s rule of law projects and that respond to Iraqi priorities and U.S. Government goals and strategic objectives for Iraq. H. Work closely with Government of Iraq officials, including bunt not limited to the Chief Justice of the Higher Juridical Council, the Minister of Justice, the Minister of the Interior, civil society leaders, NGOs, and other Iraqi officials as needed to identify Iraqi needs in the justice sector and to build consensus on rule of law priorities. I. Coordinate closely with all U.S. government agencies, U.S. military units, international organizations, NGOs, and other entities working on rule of law in Iraq, including DOJ, USAID, the United Nations, and others. J. Provide technical expertise and guidance to Iraqi officials, U.S. Government agencies, and international organizations in rule of law-related matters. K. Supervise selected INL rule of law staff as directed by INL Director. L. In cooperation with Provincial Reconstruction Teams (PRT) Team Leaders and relevant Embassy Baghdad staff, coordinate and supervise the work of INL rule of law staff assigned to the PRTs. M. Prepare periodic reports, cables, meeting agendas, memoranda, assessments, and other documents as required. II. MINIMUM QUALIFICATIONS A. U.S. citizen, eligible for a State Department security clearance. B. Law degree and at least 5 years of work experience in the legal field. C. Experience in international rule of law or legal/justice reform programs, international law, and/or the designing and implementation of capacity building and training programs. D. Superior negotiation and interpersonal skills. E. Excellent oral and written English communication skills. F. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. III. PREFERRED KNOWLEDGE AND ABILITIES A. Two or more years experience in justice sector reform and/or rule of law development in an international setting, preferably a post-conflict environment. B. Understanding of, and experience working with or in, a civil law (as opposed to common law) system. C. Familiarity with Iraqi history, culture, institutions and structures and the Iraqi legal system. D. Experience implementing projects. E. Experience developing and monitoring significant budgets and funding. F. Management experience in public and/or private sector. G. Experience operating within a U.S. Government interagency context. H. Arabic language capability. IV. POSITION ELEMENTS A. Guidance, direction, and delineation of policy approaches are broad in nature and jointly developed in discussion with the top INL official in Iraq and other INL senior staff. The incumbent must exercise initiative and independent judgment in carrying out and completing work assignments. B. Effective performance of duties is critical to securing U.S. national security objectives in Iraq. C. The incumbent will exercise a high degree of independence, decision-making and judgment for planning and accomplishing assignments. Guidance and strategic direction will be provided by Embassy Baghdad INL Director and INL-Iraq Rule of Law Program Manager in Washington. Incumbent will report directly to the INL Director at Embassy Baghdad. D. Duties require numerous and frequent contacts with local, international, and U.S. entities, including U.S. government agencies and officials, Iraqi Government Ministries and other government officials, civil society leaders, United Nations representatives, and officials from other international organizations. E. The position requires frequent travel within Iraq using varying means of conveyances. Travel is often through underdeveloped areas. Security is a major factor in travel anywhere within Iraq. The incumbent must be physically qualified to live in Iraq and to engage in travel within Baghdad and occasionally to remote locations. V. Evaluation Criteria Factor 1. Entry level salary will normally be at the first step of the grade range for the position.
