Description
The Transportation Security Administration (TSA) has a requirement for Airport through Flight Schedule Data and Help Desk support for data use. The resultant purchase order award will be from the date of award through twelve (12) months thereafter with four option periods of one (1) year each. The award is contemplated to be firm fixed price (FFP) type contract for the base year and each of the subsequent option year periods. In addition, a schedule for the purchase 0-10 online tool user accounts will be established for the first year of the purchase order. Submission Time Please submit your quotation via e-mail to Jim.Dawson@dhs.gov no later than 3:00 p.m. Eastern Time on Wednesday, June 06, 2007. Statement of Work (SOW) Airline Industry flight data shall be provided on a periodic basis for use within the TSA Staffing Model Application. TSA will have the rights to use this flight data in the TSA Staffing Model application and data shall be available to all TSA - Office of Security Operations employees for TSA staff planning purposes. Flight data shall meet the following requirements: 1. Data will be provided to TSA on or before the 5th of each month for all current month flights as well as the 11 subsequent months. As an example, if the first data delivery will occur on or before June 5th it will include data for June 2007 through May 2008. 2. Historical flight data will be provided for the months of January 2007 through May 2007 shall be provided within 3 weeks of purchase order award. 3. Data will be the most up to date flight data available at the first of the month for each month?s delivery. 4. Data will be provided as a Microsoft Access DB, as a CSV file, or in an XML format. 5. Flight data will be provided on a CD sent to the location directed by Contract Officer Technical Representative (COTR), as well as being accessible through an FTP site. 6. Flight data will be provided for all nonstop commercial US passenger airline flights, included charter flights as available, originating or terminating in the US and US territories. Data for US Territories shall include the following airports: PPG, GRO, GSN, GUM, STT, STX, BQN, SJU and PSE. 7. Flight data will represent each flight instance by the Operating Carrier with identification of code share flights using IATA code standards when applicable. 8. An online internet tool shall be provided that gives TSA the ability to perform adhoc queries of flight data in between monthly data deliveries. This tool should provide the ability to obtain flight data updated at a frequency no less than once a week. The Government will have the option to purchase 0-10 online tool user accounts during the base year of the purchase order at the quoted pricing. 9. Help Desk support shall be provided for flight data questions and online tool support. 10. Successful bidder shall provide the flight data in the format identified in Table 1: Table 1 Field Description ORIGIN_AIRPORT 3 letter airport code in upper case of the departure airport INT_DOM Flights with an International origin or destination will be identified as International, other flights will be identified as Domestic flights TERMINAL_NAME Name of the terminal AIRLINE_NAME Name of the Airline AIRLINE_CODE IATA or ICAO Airline Code CODESHARE_AIRLINE_CODE IATA or ICAO Airline Code DESTINATION_AIRPORT 3 letter airport code in upper case of the destination airport DEPART_TIME Format: hhmm in military time FLIGHT_NUMBER Number between 0000 and 9999 AIRCRAFT Name of the aircraft AIRCRAFT CAPACITY Number of passenger seats on aircraft OPERATING DAYS Indication of operating days, Sun - Sat START_DATE Flight schedule start date END_DATE Flight schedule end date RFQ Submittal Requirements 1. Confirmation of capability to meet the requirements of the SOW. Provide in the quote the instructions for access to sample the entire data set of flight schedule data for all nonstop commercial US passenger airline flights, included charter flights as available, originating or terminating in the US and US territories. Data for US Territories shall include the following airports: PPG, GRO, GSN, GUM, STT, STX, BQN, SJU and PSE. for the period of June 1, 2007 ? May 30, 2008. TSA will only use this sample data set for evaluation purposes under RFQ HSTS05-07-Q-OSO062. 2. Help Desk support hours of operation and help desk contact options (phone, e-mail, and website address) related to flight data questions and online tool support should be provided. 3. Vendor?s quote shall explain the data sources and/or methods they plan to use to obtain the data. If data is to be obtained directly from airlines, airports or other sources not published and available in the public domain, specify how, when, and to what extent this data will be obtained. If data is to be obtained by field surveys, specify where, when, how frequently, and methodology. 4. Provide the quoted price per month for billing multiplied by 12 months for the annual price and likewise for each of the 4 option years. Provide the total price. Pricing for online user accounts shall be provided in the quotation with the option to purchase 0-10 online tool user accounts at any time during the first year of the purchase order. Evaluation Factors for Selection An evaluation of the sample Airline Industry flight data sets for accuracy and timeliness will be completed by TSA. The description of the help desk and data source will be also be evaluated. The successful bidder will be chosen based on the following criteria: Accuracy of schedule data Timeliness of the posting of schedule data Level of Help Desk Support Data sources and/or methods planned to obtain data Reasonable and realistic pricing Accuracy of schedule data is the most important criteria, with each of the criteria above listed in descending order of importance. The Government reserves the right to reject a quotation in the event that the lack of balance in the option pricing poses an unacceptable risk to the Government. Selection Process The Government will make a selection to award this purchase order based on the quote that provides the best value to meet all the requirements considering the evaluation factors and their relative importance. Price will become more important to the selection official as the overall ratings between quotations become more equal. Clauses Clauses ?
