- THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The MAF/TIGER System is the core of the Geographic Support System, which provides geographic products and services to a wide array of Census Bureau surveys, censuses, and programs. The Census Bureau?s Geography Division has developed an interactive software application to view and update the redesigned MAF/TIGER database. It interfaces with Oracle?s Topology Data Model and provides functionality that is unique to Census Bureau update operations. The update system will be deployed to as many as 100-200 users in the Regional Offices, the National Processing Center, and at Headquarters. The Geography Division conducted a market research study to determine whether there were any COTS products that could be used for the interactive update system. Two main requirements emerged from that study: 1) the product must support Oracle?s Topology Data Model, and 2) the product must be customizable in order to incorporate the MAF/TIGER business logic. The additional requirement to deploy the software to many users across multiple sites made a web-based application highly desirable. Acquis Inc. of Menlo Park, California met those requirements with their ADE (Acquis Data Editor) application that allows viewing and update of spatial data in an Oracle database. ADE was designed to interface with Oracle?s Topology Data Model, and integrates well with the Oracle 10g database. ADE is a web-based application that provides an architecture that enables developers to customize the application to meet specific business requirements. The Geography Division has since built the interactive update system around ADE and acquired the necessary licenses for production operations. The framework provided by Acquis saved months of software development effort. The application is currently being used in production. The interactive update system will continue to be used and enhanced for at least the next five years. During that time Acquis will be releasing updates to ADE with new functionality. It is important for the Division to keep abreast of the latest releases and capabilities in ADE. The Geography Division intends to meet that need via an ADE maintenance contract to include upgrades. The period of performance shall be one year from the date of award with four (4) option periods for maintenance renewal. The government anticipates awarding a firm fixed price contract. Interested parties may submit information in accordance with this announcement, which will be considered, within 15 days of the posting of this announcement. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
