- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is GST0307DS3173 and is issued as a Request for Quotes. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a size standard of $23 million. This requirement is unrestricted and only qualified contractors may submit quotes. The Joint Warfighting Center's Joint Live, Virtual and Constructive (JLVC) (simulation federation) effort consists of multiple technical facilities developing simulations. The software currently in use for the development of simulated terrain is TERREX, a commercial software application proprietary to Terrain Experts, Inc. This software allows the government to build correlated virtual and constructive databases in support of JFCOM exercises. Continued maintenance provides the government with all upgrades to this software as they are released. See the attached Requirements Document for a description including the part numbers and required quantities. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Each line item of your quote is to be separately priced. Quotes for less than all items listed in the Requirements Document are unacceptable. See the attached Requirements Document and Brand Name Justification. Award will be made to the lowest priced, technically acceptable quote. Contractors are to include a completed copy of the provision at 52.213-3 Offeror Representations and Certifications - Commercial Items with its quote. The clause at 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, applies to this acquisition.
