Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The following is a synopsis prepared in accordance with Simplified Acquisition Procedures, and supplemental information included in this notice. The quotation number is N00178-07-Q-1200 and is a request for quotation. This announcement constitutes the only quotation being issued. A written quotation will not be issued. All interested parties shall indicate their interest and capability with their fax quote at (540) 653-7088 or emailed quote to dlgr_nswc_xds11@navy.mil and shall be considered by Naval Surface Warfare Center, Dahlgren Division (NSWCDD), 17632 Dahlgren Road, Suite 157, Dahlgren VA 22448-5110. The Government intends to procure, on a full and open competition basis, the following; Qty 1 Desktop scanning system including imaging screen scanning hardware and all control/analysis software, Qty 4 Imaging phosphor screens 14??? x 51???, Qty 4 Cassette for phosphor screen 14??? x 51???, Qty 1 Image viewing software for use on a second computer workstation, and Qty 1 Eraser unit for imaging phosphor screens. Note: this purchase does NOT include the control computer hardware. The system shall meet the following requirements as a minimum. Imaging Phosphor screens The imaging phosphor screens shall be 14-inch x 51-inch. The screens shall be continuous, uniform and without seams or other features that would appear in the scanned images. Note: systems that rely on combining images from smaller 14-inch x 17-inch imaging screens are NOT acceptable for this procurement. The imaging phosphor screens shall have sufficient latitude for use with flash x-ray units from 150 KV to 1000 KV. Image Reader / Workstation A phosphor screen scanner shall be provided as part of the system. The scanner is an electronic processor designed to extract the latent image from the phosphor. The scanner shall accommodate imaging screens up to 14-in x 51-in. for automatic scanning. The operator shall not be required to feed the imaging screen into the scanner once scanning has begun. The phosphor screen scanner shall fit on a tabletop and weigh less than 150 lb. It shall operate from 100V to 240 VAC power. The phosphor screen scanner must read the phosphors at a minimum 16 Bit gray scale depth. The scan time for a 14-in x 51-in screen shall not exceed three minutes. The scanner and imaging plate combination shall produce radiographic images with a minimum spatial resolution of 10 Lp/mm and 508 pixels/inch. The operating software shall be capable of performing image enhancements and manipulations. Minimum requirements are: Tools: Crop, zoom, select zoom, resize, duplicate, flip, rotate Enhancements: LUT/color tables, sharpening filters, histogram, window leveling, invert, filters, image stitch, image math. Measurement: cross-product, selected regions, distance calibrations, image statistics and line histogram. Cassette for phosphor screens The cassettes for the phosphor screens shall accommodate the full 14-in x 51-in screen. They shall include stainless steel frames and a quick-opening back for removing and installing the imaging screen. No tools shall be required to open and close the cassette. Phosphor Screen Erasing Unit The system shall include a high intensity light box for erasing and reuse of the imaging phosphor screens. The eraser shall accommodate a full 14"x51" screen. The erasing unit shall require no more than 10 minutes to fully erase and prepare a phosphor screen for reuse. The erasing unit shall operate form 120 VAC power. The North American Industry Classification System (NAICS) code is 333319 with a size standard of 500 Employees. The order shall be a firm fixed price order. Simplified Acquisition Procedures shall apply to this acquisition. Delivery shall be made to the Naval Surface Warfare Center, Dahlgren Division, Virginia 22448-5100. FOB Destination Shall apply. Award shall be made on the basis of lowest price technically acceptable offer. Offer is due 08 June 2007 no later than 2:00 p.m. (local NSWCDD time) to: Naval Surface Warfare Center Dahlgren, 17632 Dahlgren Road, Suite 157, Dahlgren VA 22448-5110, with faxed copies acceptable. The Naval Surface Warfare Center Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/SUPPLY. DoD will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database.
