- Description
- The Naval Air Systems Command (NAVAIR) plans to issue a modification to contract number N00019-05-C-0030 on a sole source basis to Lockheed Martin Systems Integration, Owego, NY (LMSI) for the acquisition of additional scope and the restructure of existing scope for the VH-71 System Development & Demonstration (SDD) contract requirements. This VH-71 Presidential Program requirement includes: procurement of two additional Test Vehicles (TV); enhanced mission capabilities to include secure and non-secure digital voice communications, and additional scope for expanded supportability, including Integrated Logistics Support (ILS) analysis and products to enable Intermediate and Depot level supportability. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency?s requirements. LMSI is the sole designer, developer and producer of the VH-71 and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics necessary to implement changes and new scope under the VH-71 SDD Contract.
