THIS IS JUST A REQUEST FOR INFORMATION,in the future a solicitation may be issued, but no information is available at this time. Request for Information from US Army Medical Materiel Agency Regarding an Independent Review of the Department of Defense Medical Quality Improvement Program Contracting Office Address US Army Medical Research Acquisition Activity, ATTN: MCMR-AAA, 820 Chandler Street, Frederick, MD 21702-5014 Description USAMRAA on the behalf of the Deputy, Chief Medical Officer, TRICARE Management Activity (TMA) is conducting a Market Research for the requirement described herein. This is not a formal solicitation or a request for proposals. This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government. The Office of the Chief Medical Officer has the responsibility for the planning and coordination of an independent review of the Department of Defense (DoD) medical quality improvement program. The purpose of this Request for Information (RFI) is to deter mine all interested and available vendors capable of completing a comprehensive, independent, academic review of the DoD medical quality program and interested in sharing information about their capabilities in completing the review. In response to this R FI, clearly describe your companys professional services, and capabilities. The mandates for the independent review of the Department of Defense medical quality improvement program by a qualified independent academic medical organization include: " An assessment of the methods used by the Department of Defense to monitor medical quality in services provided in military hospitals and clinics and in services provided in civilian hospitals and providers under the military health care system. " An assessment of the transparency and public reporting mechanisms of the Department on medical quality. " An assessment of how the Department incorporates medical quality into performance measures for military and civilian health care providers within the military health care system. " An assessment of the patient safety programs of the Department. " A description of the extent to which the Department seeks to address particular medical errors, and an assessment of the adequacy of such efforts. " An assessment of accountability within the military health care system for preventable negative outcomes involving negligence. " An assessment of the performance of the health care safety and quality measures of the Department. " An assessment of the collaboration of the Department with national initiatives to develop evidence-based quality measures and intervention strategies, especially the initiatives of the Agency for Health Care Research and Quality within the Department of Health and Human Services. " A comparison of the methods, mechanisms, and programs and activities referred to in the above with similar methods, mechanisms, programs, and activities used in other public and private health care systems and organizations. A written report to the Assistant Secretary of Defense, Health Affairs for submission to the Committees on Armed Services of the Senate and the House of Representatives The report shall include: " The results of the review " A discussion of recent highlights in the accomplishments of the Department of Defense medical quality assurance program. " Such recommendations for legislative or administrative action as the Secretary considers appropriate for the improvement of the program. This market survey in being conducted in accordance with the requirements mandated by FAR Part 12, Acquisition of Commercial Items, specifically under the policy set forth in FAR part 12.101. The procedures for a Market Survey and subsequent review of t he information obtained as a result of the RFI shall be conducted in accordance with FAR part 10.001, Market Research. The result of this market research may result in a future synopsis announced in the FEDBIZ OPS as a request for proposal or request for quote.
