Kern Facsimile: 49 (0) 6118162618 Telephone: 49 (0)6118162621 E-Mail: kathleen.kern@us.army.mil The U.S. Army Corps of Engineers, Europe District, is seeking expressions of interest from firms who are interested in proposing on an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for (but not limited to) a vari ety of environmental services to provide support in assuring environmental compliance at facilities located within the Europe Districts area of responsibility. The objective is to assure compliance with environmental laws and regulations as prescribed by the Final Governing Standards (FGS), applicable to Host Nations and DOD / DA / USAREUR requirements. Task Orders issued under these MATOCs shall primarily be performance based. They will cover a wide range of functions to support the environmental compliance program at the Installation Management Command (IMCOM). Work may include but is not limited to the following: a. Performing (or assisting in the performance of) Environmental Performance Assessment System (EPAS) assessments; b. Developing or updating EPAS software used in conducting internal or external EPAS assessments c. Data analysis d. Updating FGS or Protocols e. Developing or updating management plans or templates f. Developing and providing training, presentations, or orientations g. Developing Environmental Management System (EMS) tools, guidance, or documents h. Supporting or attending meetings LOCATION: The work will primarily focus on USAREUR installations within Germany, Belgium, the Netherlands, and Italy but may be used within any area of operations where the U.S. Army Corps of Engineers, Europe District, supports the military and statesman ship mission of the U.S. Government. A limited amount of work could be performed in any country where Europe District is directed to provide environmental services. PERFORMANCE PERIOD AND CAPACITY: Each MATOC will have a one (1) year base period and three (3), 1-year option periods for a possible total of four (4) years, if the Government chooses to exercise all option periods. The total contract capacity of the MAT OCs will be $14,900,000 total over the life of the contracts. Proposed rates used during each period shall be applicable to the corresponding annual year. This solicitation will be used to award more than one (1) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) contract. The award of these contracts will be made on Best Value to the Government, based on price and technical factors. The plans and specifications for this solicitation will be issued free of charge by downloading electronically from a designated website. The website will be provided to all interested offerors at a later date. Paper hard copies of the solicitation, plan s and specifications will not be provided. It is the offeror's responsibility to ensure they have received any subsequent amendments, if any. All qualified and responsible sources may submit a proposal and will be considered for award. Offerors shall de termine whether performance requires registration with German authorities or authorization to do business in Germany and if so, shall comply with all requirements. This requirement applies to all countries in which worked may be performed. A firm's mailing address, telephone number, facsimile number, e-mail address and an English speaking point of contact MUST be provided to facilitate delivery notification of posted solicitation, to include any amendments to interested firms. No reimbursement will be made for any costs associated with providing in formation in response to this announcement or any follow-up information provided.
