Description
RFI Project HC3 RFI Issuing Activity CERDEC POC Tom Rittenbach I. Purpose. The HC3 program is an evolutionary step in the area of High Bandwidth High Throughput MILSATCOM terminal development. With an extended program life cycle, a phased development approach and a Modular Open-Systems Architecture (MOSA) requirement, HC3 requir es a unique development approach. This approach involves several ground breaking strategies, from modular terminal development to third party waveform development efforts. As part of the development effort, the reliability growth program will be of criti cal importance both at the module and system levels. II. Information Requested The HC3 project is interested in how industry plans, executes and tracks Reliability Growth initiatives today. In particular, what are the elements of the typical data sets that are generated, captured and documented by industry as part of this process? Are theses data sets maintained over the life of the program or are they archived after a period of time? Finally, how does industry generate their prediction curves associated with a projects Reliability Growth data. What are the typical data elements used as input to the prediction programs? What models are commonly used to generate the prediction curves? What software package is used to track the data sets and to generate the prediction curves? Is the software a COTS product or an in-house generate d special purpose program? III. Instructions to Respondents Responses to the RFI will be used for information and planning purposes only and shall not be construed as a commitment by the government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No rei mbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests. If the government decides to solicit an RFP, those parties who choose not to respond to this RFI will not be denied participation in the RFP. For this RFI, respondents will not be notified of the results of the evaluation. The closing date for responses is 22 June 2007.
