- MEMORANDUM FOR INTERESTED PARTIES From: AAC/PKZA 205 West D Ave. Suite 467 EGLIN AFB FL 32536-6864 SUBJECT: Request for Information (RFI) Pre-Notification Notice, No Cost to Government RFI for Integrated Unit Base and Installation Protection (IUBIP). 1. This is an announcement to inform industry and academia of the intent to release a No-Cost-to-Government RFI (expected to be released mid-June), to provide Ideas for Materiel Approaches (IMAs) as part of a Capabilities Based Assessment (CBA) for IUBIP. 2. In order to develop joint approaches for protection solutions for the period of 2012-2024, the Joint Defense Community is considering the IUBIP CBA. This CBA includes a Functional Area Analysis (FAA), Functional Needs Analysis (FNA) and Functional Solution Analysis (FSA), using the joint protection construct of Detect, Assess, Warn, Defend and Recover. 3. At the completion of the FNA, potential capability limitations for the IUBIP will be identified for the years 2012-2024. Industry and academia participation are requested during the subsequent FSA for the production of IMAs. 4. The (RFI) will be for planning purposes only and shall not be considered as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government does not plan to award a contract based on the responses from the RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs of charges by the Government will arise as a result of contractor submission of responses to the RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from the RFI. The RFI will not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. The information you provide may be utilized by the DoD in developing its Initial Capabilities Documents (ICD?s).
