- The Department of Veterans Affairs (VA), Office of Construction and Facilities Management, is soliciting bids under Solicitation number VA-101-07-IB-0012 for the following: Contractor shall furnish all labor, materials, and equipment to perform and complete all work on the Florida National Cemetery Phase 4B Expansion, Project 911CM2017 as shown on the drawings and described in the specifications including but not limited to Construction access, site preparation and erosion control, earthwork, grading and surface and subsurface drainage, roads and pedestrian paving, preparation of gravesites, drainage Improvements, landscape planting and turf, signage, site furnishings, section marker, and gravesite grid markers, irrigation system, utilities, columbaria, buildings; i.e. public restrooms, committal service shelters (2), and satellite maintenance facility, and 20,221 double-depth pre-cast concrete crypts. The magnitude of this project is between $20,000,000 and $50,000,000. NAICS code is 237990. The Size Standard is $31.0 Million. Performance period is approximately 720 calendar days from date of receipt of Notice to Proceed. OBTAINING SOLICITATION MATERIAL: Electronic solicitations are not available. Requests for hard copy drawings and specifications shall be in writing to: Foster Conant & Associates, Inc., Attention: Rene A. Ramos, Principal, 120 W. Robinson Street, Orlando, FL 32801. Phone: 407.648.2225, Fax: 407.648.0175. Bidders will be charged a $200.00 non-refundable fee for each set of drawings and specs. Fee must be in the form of a certified check, cashier's check, or money order made payable to "Foster Conant & Associates, Inc." and must accompany the written application. All requests shall be on company letterhead to include point of contact, physical mailing address, phone number, fax number, e-mail address.  No telephone requests will be accepted. NOTICE TO PRIME (GENERAL) CONTRACTORS: Unless Prime (General) Contractors are registered on the FedBizOpps website, potential subcontractors will not know of your interest in bidding on this project. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http:www.fedbizopps.gov/. Paper copies of the amendments will NOT be individually mailed. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential bidders are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation.  PRE-BID CONFERENCE: A Pre-Bid conference will be held on July 11, 2007 at 9:00am Eastern time at the Florida National Cemetery, 6502 SW 102nd Avenue, Bushnell, FL, 352-793-7740. A site visit will be conducted immediately following the pre-bid conference. The bid opening for this solicitation is August 1, 2007, 2:00pm Eastern time.
