- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), Northwest Fisheries Science Center, on a sole source basis with the University of Idaho in accordance with the authority of 41 U. S. C. 253 (c)(1) only one responsible source. The Government intends to acquire services using FAR Part 15. The tasks required under this contract consist of, but not all inclusive of: (1) Collecting and cryopreserving germ cells from the immature testis of juvenile Redfish Lake sockeye salmon; (2) Conducting trials on induction of triploidy in sockeye salmon and verify animals are triploid by flow cytometry; (3) Conducting trials on transplantation of cryopreserved Redfish Lake sockeye germ cells into Lake Wenatchee sockeye that have been rendered sterile by inducing triploidy or into a diploid trout. The recipient trout stocks must be those available in Idaho and approved by Idaho Fish and Game Department pathologists; and (4) The trout stocks must be those where hybrids of sockeye and trout are not viable. Samples of fin clips from all recipient fish must be collected for genotyping. Rear recipient fish to maturity. The Government intends to negotiate a firm fixed price contract with a base period of one (1) year and options for four (4) additional one-year periods. NAICS Code is 541710 with a size standard of 500 employees. This notice represents the only official notice of this solicitation. See Numbered Note 22. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
