- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Radar Operation Center proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with The University of Oklahoma for the service of rental of temporary trailers to be located at The University of Oklahoma in Norman, OK. The only existing facility that currently meets time and distance locality requirement of 1000 ft. or 3-5 minutes walking distance to the established National Weather Service radar WSR-88D (NEXRAD) system, the National Weather Service Pedestal Test Facility (PTF), and National Severe Storms Laboratory (NSSL) radar test bed compound is located at Max Westheimer Airfield. The office space is located adjacent to the NSSL building on Halley Avenue, Norman OK, and it is within walking distance of the NEXRAD system, the PTF, and the NSSL radar test bed. This procurement is being conducted per FAR Part 13.5, Test Program for Certain Commercial Items (NTE $5.5 million). This synopsis is issued for information only. Based on our market research, the University of Oklahoma is the only vendor who can meet the required specifications. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any questions regarding this notice must be submitted in writing to the attention of Ms. Yates (e-mail preferred). Questions must be received by June 10, 2007. Anticipated award date is Jun 15, 2007.
