- Description
- This procurement is set aside for Small Business Concerns Only. The National Oceanic and Atmospheric Administration (NOAA) intends to issue a firm fixed price purchase order. The purchase order will cover repairs of the NOAA Research Vessel LAIDLY which is a 55' LOA, 14' beam, steel hull vessel with aluminum bulwarks and cabin with a homeport of 904 South Morris Street, Oxford, MD 21654-9724. The Contractor shall furnish the necessary labor, material, equipment, tools, staging, shop facilities, rigging and transportation services (except as otherwise specified) to perform the following (including, but not limited to): (1) Blast to bare metal and repaint vessel from waterline to and including the bulwarks, stanchions, and main deck (include the realignment of waterline and boot top lines; three sets of: NOAA emblems, vessel name or NOAA, and vessel number), (2) High pressure wash, proper preparation, and painting of vessel bottom from keel to waterline, with necessary spot coatings and 1 full coat of antifouling bottom paint, (3) Fabricate and install replacement hydraulic console and lever system of stainless steel type 316 properly isolated from steel decking to include repairs (if any) required from or revealed by abrasive, and (4) Convert existing petroleum based hydraulic oil systems (excluding steerage systems) to bio-based oils using new hoses, pumps, valves, etc. compatible with bio-oils. The performance period is 44 calendar days, with an anticipated start date of July 31, 2007 and completion date of September 12, 2007. Anticipated award date is July 10, 2007. Arrangements to attend a site visit/inspection shall be coordinated on a case by case basis with the vessel Captain Mr. Skip Collier at (410)226-5193 ext. 109. It is NOAA's intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. This procurement is being issued as a 100% Small Business set-aside in accordance with FAR 52.219-6. The NAIC code is 336611 and the small business size standard is 1,000 employees. The simplified acquisition will be issued based on price and price related factors (cost to transit), on or about June 5, 2007 with quotes due on or about June 19, 2007. Quotes may be submitted via e-mail to Sandie Wallace. The RFQ will be issued via electronic posting at Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPS for the release of the RFQ, specification, drawings and all subsequent amendments. The specification will be uploaded via www.eps.gov with the RFQ. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR), www.ccr.gov, and obtain and provide on the offer a DUNS number by calling 1-800-333-0505.
