Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number M00681-07-T-0067 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16 and the Defense Federal Acquisition Supplement, current to DCN 20070327. The North American Classification System Code is 813110 and the small business size standard is $6 million. This acquisition is set-aside 100% for small businesses. Marine Corps Base, Camp Pendleton, California, has a requirement for the following: Catholic Priest to provide (45) Episcopal worship services beginning fr om the time of award to 30 September 2007. The contract will contain a base term with (4) one-year options. The Contractor shall be required to perform the following services: (a) provide worship services on Sundays at 0800 and 1100 as well as on the following holidays: Ash Wednesday, Good Friday, Easter, Christmas and Penance Service; (b) provide a satisfactory and qualified substitute when unable to provide the services listed above at no additional cost to the Government. The Contractor shall: (a) be ordained by a Roman Catholic Bishop; (b) must have faculties from the Archdioceses of the Military Service and permission from the Roman Catholic Bishop; (c) hold a Masters Degree in Theology; (d) have excellent written and verbal communication skills; (e) must demonstrate administrative and organizational skills; (f) the ability to prioritize and manage multiple tasks and responsibilities and meet deadlines; (g) be able to build and utilize volunteer support; (h) be proficient in computer skills including Microsoft Word, Excel, graphic , web and donor database systems; (i) have the ability to relate effectively with people from diverse backgrounds, ages, and languages. The contractor shall: (a) possess an active faith life and be able to translate this into action for others; (b) is collaborative; (c) be knowledgeable of the mission of the base chapel and the larger church; (d) assist in the formation of the entire parish in understanding the parish mission; (e) serve as resource person to other staff members and parishioners; (f) have a willingness to learn and share; (g) maintain skills and ongoing education through study, research, workshops and seminars (i.e., clergy/pastoral staff study days, Order of Christian Initiation of Adults workshops, etc.); (h) be a professional person of integrity and responsibility; (i) recognize the need for on-going spiritual renewal; and (j) recognize the need for leisure and takes it. The Government will award a contract resulting from this solicitation to the respons ible quoter whose quotation conforming to the solicitation, will be most advantageous to the Government. The following factors shall be used to evaluate quotes: qualifications, past performance, experience, and price. To demonstrate past performance and experience, the Contractor shall list in their quotation at least three of the largest (by dollar value) contracts involving work similar in nature to that required under this solicitation either currently being performed or having been completed within the past three years. The Contractor shall include the name, address, and phone number of a point of contact as well as a brief description of the contract. Quoters may also provide other information, as the quoter believes would aid the Government in evaluating its past performance. The Contractor shall describe in their quotation their experience with work completed that relates to Catholic Priest services. Quoters responding to this announcement must provide the information contained in 52.212-3, Offeror Representations and Certifications?Commercial Items with their quote. The quoter should also provide its Commercial and Government Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register to submit quotes and be eligible for award (NO EXCEPTIONS). For information on registering with the CCR, visit www.ccr.gov. Quoters are required to be regist ered in Wide-Area Work Flow. Quoters can self-register for Wide-Area Work Flow (WAWF) at https://wawf.eb.mil. If a change occurs in this requirement, only those quoters that respond to this announcement within the required time frame will be provided any changes/amendments and considered for award.
