Description
The U.S. Office of Surface Mining (OSM), Division of Reclamation Support located in Washington, DC is seeking capability statements from qualified 8A, HUBZone and/or Service Disabled-Veteran Owned Small Businesses (SDVOB) to provide Information Technology support services. The scope of IT support services needed shall cover the period of performance from the project development through the project deployment phase. Support services may also include maintenance, not to exceed five years. OSM is tasked with the responsibility, in cooperation with the States and Indian Tribes, to protect citizens and the environment during coal mining and reclamation, and to reclaim mines abandoned before 1977 under the authority of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The Abandoned Mine Land (AML) Program implements SCMRA by providing a safer cleaner environment by reclaiming and restoring as much land and water as possible that was degraded by pre 1977 coalmining operations. The AML program is carried out through cooperative partnerships between OSM and participating States and Indian tribes - 26 States and three Indian Tribes (see SMCRA, P.L. 95-87, 30 U.S.C. 1231 & 30 U.S.C. 1333). As a component of the AML Program, the Abandoned Mine Land Inventory System (AMLIS) is a data repository that implements section 403(1) and (2) of SMCRA. SMCRA specifies that Secretary of the Department of Interior maintain an inventory of eligible Abandoned Mine Lands and waters, which meet specific public health, safety, and general welfare criteria. As such, AMLIS is a mission critical program which provides the following information: A source of information on the extent of work completed under each State/Tribal program and cost of AML problems remaining to be abated. This information is documented in report form and is presented to DOI and Congress annually. Congress uses this data in support of the annual AML appropriations. OSM uses AMLIS to determine which States and Tribes have sufficient priority coal problems to justify a grant distribution from the Federal Historic Coal Share SMCRA 402 (g) (5)). A variety of reports are generated from AMLIS on a regular basis that serve specific needs for other offices within OSM, States, Tribes, Customers, and in depth Congressional requests. The purpose of this project is to support the re-design of the inventory system: To provide an inventory system based on field surveys by State, Tribal, and OSM program officials; and to comply with DOI Enterprise Architecture Technical Reference Model (TRB), fully support HSPD-12 and e-Authentication requirements, conform to upcoming IPv6 government-wide connectivity demands, and further enhance AMLIS user accessibility and accuracy. To achieve our objectives, OSM needs to replace the existing system architecture. The residing system is developed in Paradox database management system and Delphi version release 5. These systems are based on outdated programming languages that are not widely supported and are becoming increasingly difficult and costly to maintain. OSM prefers to use a Commercial Off-The-Shelf (COTS) solution to the extent practical. OSM anticipates that only minor modification may be required to customize the COTS to meet system requirements. Qualifications and Selection Criteria: OSM is interested in receiving capability statements from 8A, HUBZone, Service Disabled-Veteran Owned Small Businesses, and other small business types interested in this project. To be eligible for consideration, your firm must have at least three (3) years experience and expertise in the following areas: 1. Analysis and selection of COTS software solutions, preferably, in a web-enabled database environment; 2. Implementation of COTS solutions, preferably COTS web-enabled database software; 3. Integration of COTS components with legacy systems; 4. Software development and testing; 5. Database design, 6. Data migration and conversion; 7. Report development 8. Development of training materials, if needed. 9. Life cycle costing techniques; 10. IT Security; 11. Project Management; and 12. Performance-Based acquisition experience (preferably Federal experience) to include knowledge and experience writing performance metrics in an IT environment; use of evaluation techniques in the review and selection of COTS products; and experience with the development of quality assurance surveillance plans. 13. Maintenance and support which shall include updates, licensing and maintenance releases to the COTs software. 14. Firms submitting capability statements should provide three (3) past performance references covering the same or similar services within the past three years. The reference information should include company or agency name, address, contract number; dollar value; length of contract; description of work performed; point-of-contact (POC); email address, and phone number for POC. Capability statements should also provide the resumes of key personnel who will be assigned to the project and describe any relevant IT experience. OSM intends to conduct interviews with firms meeting the thirteen (13) criteria above. Interviews may be face-to-face or by teleconference. Accordingly, failure to address the qualification requirements above or to provide the past performance references, could result in non-selection for the interview and the project. OSM anticipates setting this acquisition aside. The type of set aside will depend on the quality of the responses from 8(a), HubZone, and SDVOB. If no 8(a), HUBZone, or SDVOB is determined to be qualified, OSM will consider issuing a competitive small business set-aside. Therefore, capability statements will be accepted from all small business types. Companies are encouraged to form teaming arrangements to complement the skills, experience, and expertise needed for this project. Potential small businesses are invited to a demonstration of the AMLIS system on Tuesday, May 15, 2007 at 10:00 a.m. EST. Please contact Jacquelyn D.
