Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine interest and availability of HUBZone, Service-Disabled Veteran-Owned, and Small Business concerns for Archaeological and Historical Invest igation Services. The NAICS code for the work described below is 541690 with a size standard of $6,500,000. Work will extend over a 5 year period. The total work effort is estimated at $3,000,000. The scope of services entails the completion of archaeological investigations (intensive (locational) surveys, site evaluations for National Register eligibility, and data recovery for mitigation for adverse effects on archaeological resources). The contr actor must be able to provide equipment, technical and non-technical support staff for fieldwork, laboratory analysis and completion of archaeological reports an access to laboratory facilities. Contractor must be capable of preparing historic and photogr aphic documentation of National Register eligible properties, following National Park Service and Department of the Interior Standards and Guidelines. Contractor should be able to provide equipment and personnel trained to perform remote sensing and under water archaeological surveys. This work can potentially take place at hazardous waste sites, so all field participants must have OSHA training and completed the 40 hours HAZWOPER course and staff must be able to complete and evaluate Site Safety and Healt h Plans. The location of services to be performed under this contract is the six state New England Region (Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut). Interested firms should submit a capabilities package to include the following: business classification size (e.g. HUBZone, etc.), contractor must demonstrate expertise and qualifications and experience in performing the work requirements stated above. Sp ecifically include demonstrated experience in archaeological fieldwork, laboratory analysis, terrestrial and underwater remote sensing, preparation of professional and scholarly report writing, and HABS/HAER documentation. Provide an example of work compl eted in each above category. The firm should have proof of report acceptance by either a letter of recommendation from a client (agency or private developer), or a letter from a State Historic Preservation Officer accepting their work as meeting state sta ndards. Submission should not exceed 20 pages. Responses are due May 11, 2007. The Government will not pay for any material provided in response to this market survey nor return the data provided.
