- The Contracting Center of Excellence (CCE) intends to negotiate a sole source award for the Automated Messaging Handling System (AMHS) with Telos Corporation, 19886 Ashburn Road, Ashburn VA 20147-2358. The AMHS currently supporting the Army Operation s Center (AOC) Crisis Action Team (CAT). The TELOS AMHS is a critical component of the AOCs ability to receive message traffic and respond to Combatant Commanders engaged in OIF and OEF. Additionally the AMHS is used to rapidly gather all official messag e traffic on a given topic for analysis and reporting to the Army and DoD Leadership as well as to Congress. The estimated date for this service is May 1, 2007. This announcement is in accordance with FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be c onsidered solely for the purpose of determining whether to conduct a competitive procurement.
