Description
The United States Army Network Enterprise Technology Command/9th Signal Command (Army) (NETCOM/9th SC(A), Enterprise Systems Technology Activity (ESTA) has a requirement for a Network Intrusion Prevention System (NIPS). The contractor shall provide the following common requirements which are applicable to both the sensors and the associated management platform: Internet Protocol Version 6 (Ipv6) Capability, Certification and Accreditation, Technical and Maintenance Support, and Training. More detai led information regarding the common requirements as well as specific requirements for the Enterprise Manager and Sensors is provided at the ITEC4-W website listed below. THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCE S SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qual ifications of members of the information technology community who can support this requirement. It is also to provide specific instructions regarding testing and evaluation of vendor equipment to industry. Only firms who have products listed on the Army s Information Assurance Approved Products List under the Network-Based Intrusion Detection Systems/Intrusion Prevention Systems for Army-wide deployment and whose products have passed management and performance tests in the testing and evaluation process f or this procurement will be able to submit proposals. The anticipated contract type is a single award Indefinite Delivery/Indefinite Quantity Contract with firm-fixed-priced task orders issued. It is expected that the effort will be for a base year and t wo one-year option periods. The estimated period of performance is as follows: Base year (September 2007  September 2008), Option Year 1 (September 2008  September 2009), Option Year 2 (September 2009  September 2010). It is anticipated that commerc ial items acquisition procedures will be utilized and that the acquisition will be unrestricted. The NAICS Code is 423430 and the size standard is 100 employees. The following timelines are provided for planning purposes: receipt of vendor equipment  M ay 14 - 25, 2007, testing and evaluation of vendor equipment  June 4, 2007, Issuance of RFP  middle to late August 2007, Proposals due  10 to 15 days after issuance of the RFP, Projected Award  mid to late September 2007. Please note that these timeli nes are estimates only and are subject to change. It is projected that a request for proposals will be issued after testing and evaluation of equipment. However, due to implementation of recent spending restrictions, no guarantee can be made that funds w ill be available for award. There is currently no incumbent for these requirements. Specific instructions to vendors detailing required vendor equipment, evaluation criteria, evaluation rules, evaluation process, and the evaluation schedule for each vend or as well as a draft Statement of Requirements can be accessed on the ITEC4-W website at http://www.huachuca.army.mil/DOC/ITEC4-W/HotInformation.htm under Network Intrusion Prevention System.
