- This is a combined synopsis/solicitation for services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The request number is BPALN2007 and the solicitation is issued as a request for quotation (RFQ) (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-16. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 812320, and the small business size standard is $4.5M. (v) This requirement consists of one Line Item: Linen services at Pope AFB. Quantity: Indefinite. (vi) Description: Contractor will pickup linen at various squadrons on Pope and appropriately clean and deliver items within the time noted in the Statement of Work. (vii) All work will be conducted at Pope AFB. The Initial period of performance is 4 June 07 to 31 May 08. This BPA will be a five year commitment.(viii) The Government is only obligated to the extent of authorized calls against the BPA. (viii) The provision at 52.212-1, Instructions to Offerors / Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation / Commercial Items, applies to this solicitation. The contractor certifies that it can meet period of performance by submitting a quotation. (x) The provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application ? ORCA ? at http://orca.bpn.gov/. (xi) The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. A BPA is similar to a commercial charge account. It is a simplified method of filling anticipated repetitive needs for supplies or services by establishing charge accounts with qualified sources of supply. The authorized government individuals place calls and make payments through Defense Finance Accounting Service. A BPA is an agreement only, not a contract, between your organization and the government. Terms and conditions of the agreement are established in advance, which govern future purchases (if any) made against the BPA. The following FAR clauses identified at paragraph b and paragraph c of FAR 52.212-5 are considered checked and are applicable to this acquisition: (b14-19), (b20), (b31), (c1) and (c2). (xiii) Award can only be made to contractors registered in the Central Contractor Registration web page, http://www.ccr.gov. The Bid Schedule is what you use to price all items that will be cleaned when a call is made (please refer to the Statement of Work for further information).
