Description
The Government is contemplating the award of a 3-year (one base and 2 option periods) Indefinite Delivery Order Requirements type contract to repair and maintain the airfield concrete apron on McGuire AFB, NJ. Work will be on an as required basis and includes but is not limited to: Remove and replace existing cracked plain and reinforced whole or partial concrete slabs full depth up to 25?X25?X18? deep. Prepare and sub grade filler course, rout/seal or reseal joints, repair concrete spalls, joints and cracks. Remove bituminous patch materials and repair them as spalls. Repair holes and indentations-small pieces of pavement that break loose range from 1 to 4 inches in diameter and from ? to 2 inches deep. Rout and seal cracks, seal small cracks and crazing, seal coat concrete surfaces. Repair corner breaks with epoxy resin (full depth), install electrical 4 inch diameter conduit and install Counterpoise in 2 inch PVC conduit. Repair existing man-holes with new 48 inch diameter corrugated steel pipes and repair asphalt shoulder at edge of replaced concrete slabs. Perform Ground Penetrating Radar (GPR) survey. NOTE: FAA or military airfield proven capabilities are required due to higher construction standards and operational requirements for the military airfield. Some delivery orders requirements will require 24/7 contract performance. The above description of work does not in any way limit the responsibility of the Contractor to perform all work and furnish all labor, materials, and equipments needed to complete work in accordance with the plans and specifications. Performance period for this project will be identified on each individual delivery order issued. The magnitude of this construction is between $1M-$5M. The proposed procurement is Full and Open Competition with HUBZone Preference. Award of a contract from this solicitation will be made on the basis of Best Value to the government using past performance history and price evaluation factors with past performance being slightly higher weighed. The Government reserves the right to award a contract to other than the lowest price offeror. North American Industry Classification Systems (NAICS) Code for this procurement is 237310. Any concern responding to this solicitation is considered a small business if the annual records of the concern and its affiliates for the preceding three fiscal years does not exceed $31 million. All relevant solicitation documents including specifications and drawings will be made available for download exclusively from the internet by accessing the FedBizOps website at http://www.fbo.gov to: DOD, Department of the Air Force, Air Mobility Command, 305th CONS McGuire AFB. Paper copies will NOT be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. All responsible concerns may submit a proposal, which shall be considered by the agency. All potential sources must obtain a DUNS number, register in the Central Contractor Register (CCR), and register with Online Representation and Certifications Application (OCRA) Website (www.orca.bpn.gov) in order to transact business with the Department of Defense (DOD). Failure to obtain a DUNS number, register in the CCR, and register with ORCA may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR and/or ORCA at the time of the award. A solicitation will be issued on or about 15 May 07. The closing date and time of submission of offers will be contained within the solicitation package. No response to this notice is necessary and no Source List will be maintained. IAW AFFARS 5352.201-9101: OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
