Description
MARKET RESEARCH/REQUEST FOR INFORMATION. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. The 910th Contracting Squadron, Youngstown Air Reserve Station, Vienna Ohio is seeking sources capable of designing, providing, and installing a domestic, commercial off-the-shelf (COTS) Station Emergency Public Address System for the Base Fire Station, Bldg 402 as follows: System must comply with the National Fire Protection Association (NFPA) 1221, Standard for the Installation, Maintenance and Use of Emergency Services Communication Systems Standard, the United States Air Force Fire Station Design Guide, Unified Facilities Criteria (UFC) 4-730-10, (Department of Defense, UFC for Fire Stations), NFPA 101, Life Safety Code, NFPA 1500, Fire Department Occupational Safety and Health Program, NFPA 1561, Standard on Emergency Services Incident Management System. As a minimum, the system is to be capable of forty zone paging with an all-call function. System must have two-way intercom communications throughout the facility capable of addressing all rooms or a single room at one time, with on/off switches for speakers at selected rooms. The central consol shall be installed in the fire station alarm room. The system must have an Over ride (Emergency) paging function; Horn Loudspeakers for Apparatus bay and outside area; 2 x 2 or equivalent drop-in ceiling speakers for each room; Square Box speakers for stairways; Attenuator; Call-In Switch for each room; 25/70 Volt Transformer; 250 Watt Amplifier for Apparatus bay and outside area; and Ambient Noise Sensor (Apparatus Bay). The system shall transmit audible warning or alerting signals that differentiates the emergency from routine voice traffic. The audible warning or signals shall be capable of three distinctive tones. This system shall also have the capabilities to transmit these tones over the existing installed radio and Siemens Consol systems. The system shall provide for audible voice transmission generated from the primary crash phone. The system shall have the capability to expand with the growth of the building. The system shall have an audible tone when a speaker is activated to notify the room occupant that the speaker has been activated for listening or transmitting information. This RFI does not constitute an invitation for bid (IFB), request for proposal (RFP), or request for quotation (RFQ), nor is it to be construed as a commitment by the Air Force Reserves. The Government is not liable for any costs and/or activity associated with providing a response to this announcement. . Information Requested: 1. Identification of business size and whether currently designated a Small Business as defined by the Federal Acquisition Regulation FAR Part 19.1 and the appropriate categories (small business (SB), small disadvantaged business (SDB), Historically Underutilized Business Zone (HUBZone), 8(a) certified small business, service disabled veteran-owned small business, veteran-owned small business, woman-owned small business). The applicable North American Industry Classification System (NAICS) Code is 334310. Small Business size is 750 employees. . All interested parties are invited to submit descriptive literature/information describing their product/ability to the Contracting Officer, Helen Jordan, NLT 16 May 07. The information requested by this synopsis will be considered solely for the purpose of determining the availability of public address/paging systems that meet the requirement of the Buy American Act. A copy of Contract Clause 52.225-9 entitled Buy American Act-Construction Materials, is attached in full text.
