Description
DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is a request for a quote (RFQ). The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14 and DFARs Change Notice (DCN) 20061219. NAICS code is 334516. Description: The Air Force Research Laboratory has a requirement for a Scanning Electron Microscope with the following specifications: -Environmental Scanning Electron Microscope with a resolution of 3.0 nm @ 30 kv in HV, 4.0 nm @ 30 kv in LV, and 15nm at 1kV -Able to accurately image and analyze a 12? diameter sample that is 4? high and weighs at least 6 Kg. -Specimen stage must be five-axis asynchronous motorized and automated with X>124mm, Y>99mm, and Z>75mm and a working distance of 5-80 mm. Tilt eucentric at all working distances with range of -10o to 90o . Continuous rotation of 360o with computer controlled eucentricity. -PC control of Vacuum sequence, pressure control of low vacuum operation, auto-focus with z-movement, auto-contrast and brightness, auto-astigmation, auto gun control of alignment, bias, and filament. -Electromagnetic image shift of + 50 microns -Center zoom function -Must include Everhart Thornley detector for high vacuum secondary electron imaging -Must have at least three-segment solid-state backscattered electron detector for Compo, Topo and Shadow Mode imaging -Infrared Chamberscope must be operational in column -Must be able to acquire and image at least two detectors simultaneously. -IXRF-EDS2006-3 Microanalysis System- Energy Dispersive X-ray microanalysis system with Premium Resolution X-ray detector: Si(Li)10mm2 < / = 130eV@Mn or better. AP3.3 ultra thin window for detection of elements from Be to U. -250 l/sec Turbomolecular pump -Ability to acquire and store video (.avi) files -Must be able to stitch images SHIPPING FOB DESTINATION EDWARDS, AFB CA 93424 This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. FAR 52.212-1, Instructions to Offerors-Commercial Items (addendum to paragraph (h): a single award will be made; FAR clause 52.212-2, Evaluation--Commercial Items, The Government will award the a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability, promptness of estimated shipping, date and Best Value; FAR clause 52.212-3, Offeror Representations and Certifications - Offerors must include a completed copy of the provision with the offer via the ORCA website.
