STATEMENT OF WORK (SOW) RESTORATION PROGRAM ASSISTANCE at ALTUS AFB, OKLAHOMA Background: The United States Air Force (USAF), owner/operator of Altus Air Force Base (Air Force Base), has completed negotiations with the United States Environmental Protection Agency (USEPA), Region VI, regarding the terms of a final Administrative Order under Section 3008(h) of the Resource Conservation and Recovery Act (RCRA). The final order requires the USAF to identify, investigate, and prevent migration of hazardous wastes or constituents to the environment and to design and implement corrective action deemed necessary to protect human health and the environment. Currently, Altus AFB is developing the required RCRA Facility Investigation (RFI) and Corrective Measures Study (CMS) documents. The order requires the AF to install Interim Removal Actions if necessary to prevent human exposure to contaminated soils. Altus AFB will be conducting several meetings with regulators in which we will need assistance in risk assessment and meeting facilitation. Objectives: Work to be performed includes: 1. Provide Altus AFB with Technical Support for Risk Assessments This task includes technical oversight and QA/QC of risk assessment work plans and/or risk assessments developed by other contractors, support for internal risk assessment discussions, and support for risk assessment negotiations with USEPA. 2. Provide Altus AFB with Technical Support for Ground Water This task includes review of work plans and reports related to groundwater investigations, review and comment on groundwater performance monitoring reports related to biowall performance, and review of reports related to monitored natural attenuation (MNA) of groundwater. 3. Provide Altus AFB with Support for Meeting Planning and Facilitation This task also includes preparation for and facilitation of two groundwater meetings and two risk assessment meetings with the Air Force, USEPA, the State of Oklahoma and associated contractors. 4. The contractor will provide all manpower, supervision, tools, and materials to perform these tasks Deliverables: Meeting minutes and monthly status reports will be submitted to the HQ AETC/CEVR, and 97th CES/CEVR POC in accordance with the requirements of the basic contract. Government Furnished Property: Altus AFB and provide assistance with base passes, identification badges, and registrations. In addition, the Government will provide a list of available documents, reports, and electronic copies of graphics pertinent to the SOW. Period of Performance: All requirements and deliverables addressed under this statement of work shall be completed and submitted within a 365 day performance period after the award date.
