Description
Statement of Work (QJC70142) This is a combined Solicitation synopsis for commercial items prepared in accordance with format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; Quotations are being are being requested and a written solicitation will not be issued. Provisions and clauses in effect through FAC 2005-15 are incorporated Solicitation number 263-2007-Q-(DQ)-0128. issued as a request for quotation (RFQ). The 100% Set aside for small business the associated North American Industrial Classification System (NAICS) is 541710. This requirement is for a Contractor to support the National Institutes of Health (NIH) Office of Intramural Research (OIR). The period of performance is for a period of six (6) months from date of award. The Contractor shall develop and run a management skills course specifically oriented to scientists. The course must be developed and presented by individuals experienced with the issues that scientists have and whom scientists will find credible. The Contractor shall provide the following objectives; assessments of management styles, through the use of those standard tests useful for scientific leadership (360 Skill Scope, Myers Briggs Type Inventory and Thomas-Killman Conflict Inventory); assessment of leadership skills and self-knowledge; training in time management, training in conflict resolution; training in getting the best from teams; training in decision making; training in motivating others, identification and development of a plan for goal setting. It is the desire of the NIH that the Contractor facilitators should possess the following skills and qualifications; possess knowledge of the theory and practice of education in management skills, have demonstrated experience in the development of a specific program appropriate for scientists; demonstrate expertise in facilitation of the program with scientists, possess extensive and demonstrated expertise in program evaluation and follow-up-design demonstration, capable of carrying out the design of the program in collaboration with the sponsors. The Government will be responsible for all costs associated with the logistics of the meeting, including but not limited to meeting room, audio visual, food, local transportation, and facilitating pre-session logistics with the participants, including ensuring their completion of the testing material. Deliverables: The contractor should deliver 30 copies of testing materials one month prior to the training. After training is completed the Contractor should deliver five hard copies, along with a copy on a PC compatible disk (in Word Perfect or MS Word), of the final program evaluation and follow-up design. The NIH requires that the contractor shall agree for themselves and on behalf of their personnel, to hold in confidence any proprietary information gained during this engagement. All material developed and used are owned by NIH. Materials may not be adapted without the express written permission of Contractor. The Contractor will assure that the quality of the course presentation and materials is sufficiently high to achieve the desired results. Evaluation Criteria: We strongly suggest that the vendor should have at least two (2) to three (3) years of experience working at NIH in the areas set forth in the Statement of Work.
