Description
ELECTRONIC RFP ANNOUNCEMENT The National Institutes of Health (NIH), National Cancer Institute (NCI) is seeking a Contractor to provide support services for the State Cancer Policy Database (hereafter referred to as SCPD) Program. The overall goal of this project is to maintain, update, and enhance the SCPD and to develop and disseminate information and analyses based on SCPD data. The SCPD data provides information for: evaluating the effect of state legislation on public health and on the application of cancer control science, facilitating the application of cancer control science; and monitoring legislative trends that may reflect changing public attitudes and practices toward cancer prevention and control. The proposed project is a recompetition of contract N02-CO-21017 currently held by The Mayatech Corporation. The work to be conducted under this project will fall into eight main task areas: 1) Data processing, database development and maintenance- Maintain and update the SCPD, a Web-based database accessible to the public via the SCPD Web site, that contains detailed analyses of enacted state-level legislative measures related to cancer, cancer health disparities, cancer-related genetics, and tobacco control. Provide data storage, retrieval, processing and entry of detailed analyses of state cancer-related legislative measures. Update the SCPD operations manuals on a quarterly basis to reflect data entry and other protocol changes. Routinely review the database structure and identify opportunities for enhancement of the system. 2) Web hosting of Program World Wide Web site, hosting of database and information dissemination of data - Maintain, update, and host the World Wide Web site of the SCPD Program (accessible at http://www.scld-nci.net), which contains the publicly-accessible SCPD. Provide Web site design services to maintain and enhance the Web site, including ensuring compliance with NCI Web design requirements. Develop and maintain interactive maps that list bills enacted quarterly by each state. The Web site shall include a search feature as well as the ability to track Web site, database, and other SCPD product usage. Develop Web-based products, generated from the SCPD, for public dissemination. 3) Legislative data identification and retrieval - Monitor legislation and collect electronic copies of relevant enacted laws and resolutions from sources such as subscription-based legislative tracking services, state legislative offices, the Library of Congress, or other law libraries. Establish, implement, and refine data search strategies to ensure complete identification and capture of SCPD-relevant laws from primary and secondary sources and establish a strategy for validating reliable data capture. 4) Generation of specialized database reports, Use SCPD data to respond to online requests for specialized database reports as well as enhanced analyses of state-level cancer control legislation. Develop and update web-accessible data tables, from frequently requested specialized database reports, to be posted to the SCPD Web site in HTML and Adobe Acrobat formats. 5) Research and analysis of data - Work on and assist in the development of peer-reviewed publications based on analyses of SCPD data. Such publications and research papers are to be posted on the SCPD Web site. 6) Editorial and graphics services - Provide support in the development, writing, and editing of SCPD products, including editing of all web-based products, papers, and presentations and development of and camera ready print versions of all SCPD products, including fact sheets and the quarterly newsletter. 7) Contract administration - Provide a Contract Project Manager and key personnel to consult and interact with the NCI Project Officer, NCI staff, and other appropriate persons. Develop technical approaches, priorities, and specifications to meet the Project Officer?s requirements. 8) Scientific conferences and meetings ? Make available staff to demonstrate and/or exhibit the web-accessible SCPD and/or results of analyses of SCPD data at professional meetings or conferences annually. Mandatory Evaluation Criteria to be included in the RFP will require offerors to demonstrate their ability to be available within twenty-four (24) hours notice for meetings and for receipt and delivery of reports and materials at the National Institutes of Health in Bethesda, Maryland. In addition, the offeror must demonstrate their capability for assuming responsibility for all aspects of the Statement of Work and beginning performance on the first day of the contract. The North American Industry Classification System (NAICS) code is 518210 - Data Processing, Hosting, and Related Services with a size standard of $23 million in average annual receipts. Request for Proposal (RFP) N02-CO-77015-39 will be available on or about May 15, 2007 and receipt proposals will be due on or about June 15, 2007. The RFP will only be available electronically and may be accessed through the National Cancer Institute Office of Acquisitions (OA) Home Page at http://rcb.nci.nih.gov/. Once at the OA?s Home Page, select Current Requests for Proposals. All information required for the submission of a proposal will be contained in the electronic RFP package. POTENTIAL OFFERORS ARE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS. The NCI plans to award a contract consisting of a base period of one (1) year plus four (4) option years on or before September 14, 2007.
