- NASA/GSFC has a requirement for SEMIAUTOMATIC PICK AND PLACE SYSTEM 120V. The minimum specifications are as follows: 1) Accepts manufacturing and assembly data directly from Printed Wiring Board (PWB) design software 2) Accuracy in selecting correct EEE parts for flight PWB assembly 3) Accuracy in placement of EEE parts for flight PWB soldering 4) Provides visual placement and confirmation via graphic display 5) Delivery by August 15, 2007 NASA/GSFC intends to purchase the items from ESSEMTEC USA, GLASSBORO, NJ. ESSEMTEC USA is the only vendor who meets all of our requirements. The Authority is 13.106-1(b)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12 and Simplified Acquisition Procedures set forth in FAR Part 13. The Government intends to solicit and negotiate with only one source, but quotes timely received by the response date will be considered. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to YOLANDA WILLIAMS, via email at Yolanda.A.Williams@nasa.gov or fax to 301-286-8371, not later than 4:30 p.m. Eastern Standard Time (ET) on June 8, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Questions regarding this acquisition must be submitted in writing to YOLANDA WILLIAMS, via email at Yolanda.A.Williams@nasa.gov, (emailed preferred), fax at 301-286-8371, or postal mail at NASA/GSFC, Mail Code 210.3, Greenbelt, MD 20771, no later than June 1, 2007, Eastern Standard Time (ET). It is the offeror's responsibility for downloading their own copy of this notice and amendments (if any). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement(s). Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
