Description
This project is for the Community Hospital, Fort Belvoir, VA. This project will be procured utilizing the Integrated Design Bid Build strategy. This project will provide a hospital to support BRAC 2005 re-stationing actions within the National Capito l Area (NCA) affecting Walter Reed Army Medical Center (WRAMC) in Washington DC, National Naval Medical Center (NNMC) at Bethesda, Malcolm Grow Medical Center (MGMC) at Andrews Air Force Base, and Dewitt Army Community Hospital at Fort Belvoir. This projec t is required for integration of WRAMC and NNMC, establishing the new Walter Reed National Military Medical Center at Bethesda and a large Community Hospital at Fort Belvoir. The Dewitt Community Hospital is required to support the relocation of non-tertia ry patient care functions consequent to the BRAC 2005 actions. The actions result in a growth of inpatient and specialty care provided at the Dewitt Army Community Hospital. Project includes a main in-patient facility, several out-patient clinics, parking garages, helipad, ambulance shelter, medical office building, and a central energy plant. Also included are the necessary site improvements and constructions required to support the facilities and required access to these facilities. The evaluation facto rs are as follows: Corporate Experience; Past Performance; Organizational Business Management Plan; Geographic Preference Related to BRAC; and Cost Accounting System. Offerors will be evaluated on both technical quality and conformance to the solicitation and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. A Preproposa l Conference will be held on June 20, 2007 at 10:00 am at the FBVA Community Club, Building 1200 Taylor Road, Fort Belvoir, VA. Contractors shall send in the names of attendees to debora.s.gray@usace.army.mil no later than June 15, 2007. The constructio n duration for the base period is 520 calendar days from receipt of Notice to Proceed. The magnitude of construction is estimated to be $760,000,000.00. The receipt date for proposals is August 2, 2007. THIS IS AN UNRESTRICTED PROCUREMENT. NAICS CODE 2362 20 applies to this procurement. Submission requirements (plans/specs) will be available on/about June 13, 2007 via http://www.fedbizopps.gov/ (search on W91236% for solicitations issued by Norfolk District) and/or DVDs. DVDs will be available for this project due to the size of the files. Prospective contractors are to send in a written request to debora.s.gray@usace.army.mil for a DVD. The specifications will also be posted on FedTeDs. Prospective contractors must be registered in the Federal Techni cal Data Solutions (FedTeDS, https://www.fedteds.gov) database prior to download of plans and specifications. NOTE: FedTeDS now has a List of Interested Vendors (this replaces the Bidders Mailing List). However, ALL contractors must register as an Inter ested Vendor in order to be included in this list. To do this registration, once a contractor is in the Federal Business Opportunities (FedBiz Ops), they must click on the Register as Interested Vendor button. Once registration is complete, the company will appear on the list. The Interested Vendor List can be pulled down by using the View List of Interested Vendor link on the FedBizOps page. This must be done for each individual solicitation as there is no master Interested Vendors List. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to award of a contract. Information on registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http:/ /www.bpn.gov.
