- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ70044 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. The NAICS is 541990 with a size standard of $6.5 million. The National Institute on Drug Abuse on behalf of the National Institute on Mental Health (NIMH) has a requirement for SNP MicroArrays and Analysis Assay Kits. The NIMH requires 159 MicroArray and Analysis Kits, 159 Data Analysis per hour, and the option for additional Reagents not to exceed 159. Delivery and acceptance will be performed at 10 Center Drive Bethesda, Maryland. FOB point is Destination. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria (1) past performance (2) ability to meet the compatibility and functions and (3) evidence of meeting delivery dates. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due May 30, 2007 3:00 PM EST and will be submitted to Idella M. Simpson, Procurement Technician, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
