- FISC Norfolk Contracting Department Philadelphia intends to solicit on a sole source commercial items basis per FAR part 12, using Simplified Acquisition Procedures per FAR part 13.5 with Biopure Corporation of Cambridge, MA for an estimated 867units of modified HBOC-201. This material will be used by the Naval Medical Research Command in continuing medical research studies. The period of performance for this requirement will consist of two to six months. A firm fixed price IDIQ contract is the expected result of this acquisition effort. The NACIS code for this effort is 446110. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of the Clinger Cohen act, interested persons may identify their interest and capability to respond to the requirement or submit proposals. A copy of the RFQ will be posted upon its release on the NECO website @ www.neco.navy.mil.
