- AERO 51B MUNITIONS TRAILERS. Contract N68335-06-C-0383 was awarded to DeVal Incorporated of Philadelphia, PA for the Conversion in Lieu of Procurement (CILOP) of the AERO-51 Munitions Trailer. The effort covers the disassembly of the trailers, upgrading of the running gear, and returning the trailers to Ready For Issue (RFI) condition. The contract also contains a line item for any miscellaneous parts and repairs needed to return the trailers to RFI condition. During disassembly, some parts common to all trailers were found to need repair. The government has determined that it is more cost effective to incorporate zero maintenance bushings into the drawbar, steering knuckles, steering arm and leaf springs and replace all of the brake hoses with a stronger hose. The total quantity of trailers covered by this action is 526. As a result of this change trailers will not require any scheduled maintenance for at least 20 years. Negotiations will be conducted on a sole source basis with DeVal Inc. because they are already under contract to disassemble the trailers and these new parts will be installed when the trailers are reassembled. . No solicitation package is available for this procurement. This notice of intent is not a request for competitive proposals. However, all responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement based upon the response to this notice is solely within the discretion of the Government. See note 22.
