- The Naval Air Warefare Center, Aircraft Division (NAWCAD) intends to contract, under the authority of FAR Part 13, on a SOLE SOURCE basis with Petroleum Analyzer Company, LP, doing business as (DBA) PAC, 8824 Fallbrook Dr, Houston, TX 77064-4855, for a quanity of one (1) Automated Scuffing Load Ball-on-Cylinder Lubricity Evaluator (SLBOCLE), including associated test rings, test balls, and operating and maintenance manuals. The applicable NAICS Code is 334519, Physical Properties Testing and Inspection Equipment Manufacturing. The automated SLBOCLE shall meet the requirements of ASTM D 6078, Standard Test Method for Evaluating Lubricity of Diesel Fuels by the Scuffing Load Ball-on-Cylinder Lubricity Evaluator (SLBOCLE). The only automated SLBOCLE that meets the specifications and requirements of ASTM D 6078 is manufactured by PCS Instruments of London, England, and is the only unit that has been approved by ASTM. PAC of Houston, TX is the sole distrubutor for PCS Instruments in the United States, and the only firm that can meet the Navy?s requirement. No solicitation or request for proposal exists, however, responsible sources may submit a statement of capability and cost which, if timely received, will be considered.
