Description
The Advanced Technology Institute (ATI), in support of the Office of Naval Research (ONR) for the Seabasing Future Naval Capability (FNC), intends to solicit technology capable of automating the processing and handling necessary to ready both All-Up-Round (AUR) and component based weapons employed from sea-based fixed wing aircraft. This pre-solicitation notice has been posted to promote industry awareness and to provide a draft solicitation for industry feedback prior to and during the scheduled Industry Day discussed below. The goal of the draft solicitation release is to generate a reasonable final solicitation with clearly stated performance specifications and design requirements. Phase 1 of this effort will be for the Concept Development Phase of the Science and Technology (S&T) development of a core technology or suite of complimentary technologies which, when combined with other mechanical/electronic features, automates weapons assembly processes. The amount of automation will provide the proper man-to-machine balance necessary to produce the desired ready service weapons output; while taking into consideration the necessary safety, ship integration, system reliability, and cost concerns. The automation focus is on substantially reducing human requirements, reducing weapons production times, minimizing process footprint, and enhancing safety. Multiple proposals may be funded for this Phase I effort. The funding for Phase I of the project is limited to a maximum of $750,000.00 for each awardee. The period of performance for Phase I is eight (8) months from award date, which is anticipated to be in October 2007. The complete project (Phase I and follow-on) inclusive of options is anticipated to be 60 months or less in length. The Contracting Officer has determined the North American Industry Classification System (NAICS) number for this procurement to be 541710. An Industry Day is scheduled to occur Monday, 11 June 2007 from 1:00 to 5:00 PM at the ATI Offices located at Trident Research Center, 5300 International Blvd, Charleston, SC. The Industry Day provides an opportunity for ATI to present the draft performance specifications, answer questions, and document relevant feedback for potential incorporation into the final RFP. Industry teaming is strongly encouraged and time will be provided for teaming discussions. All interested technology providers/vendors are invited to participate in the Industry Day on a purely voluntary basis. ATI will not provide reimbursement for any cost associated with Industry Day attendance. Due to the restrictive nature of weapons assembly information, participation is limited to US-owned companies only. Interested parties should provide attendee information to Michael Atkinson at atkinson@aticorp.org no later than Thursday, 7 June 2007. A draft version of the solicitation document is attached. Attendees are also encouraged to submit written comments in advance to Michael Atkinson at atkinson@aticorp.org to facilitate efficient use of the allotted discussion time. The final Solicitation document is scheduled to be issued on or about 18 June 2007.
