- PRESOLICITATION NOTICE: This is the second presolictation notice for the referenced project. The National Park Service (NPS) is currently planning to award a contract for replacement of a steel stairway at Bighorn Canyon N.R.A. A) For further information contact: John Chaney, Yellowstone N.P. Contract Specialist at john_chaney@nps.gov B) Brief Description of Project Scope: The contractor shall remove & replace an existing steel and concrete stairway located on a high rock cliff wall within Bighorn Canyon. In addtion to demolition and construction of the steel stairway the contractor shall be responsibile for installation of rock bolt anchors, gasoline and electrical utilities, and floating dock / anchor connection. C) All responsible businesses may submit a proposal which shall be considered by the National Park Service. Award is not restricted to small businesses. NAICS: 238120 D) Estimated Price Range: Between $250,000 and $500,000. E) The Request for Proposals (RFP) & construction documents shall be available, without charge, through www.fedbizopps.gov on approximately May 14, 2007. F) Site visit: Information regarding site visits will be included in the solicitation. G) Proposed Contract Type: Firm fixed price contract with lump-sum pricing. H) Schedule: All dates are tentative and may change. Offerors should refer to the RFP for exact dates. Issue Request for Proposals May 22, 2007; Proposal due date June, 2007; Award contract July, 2007; Issue Notice to Proceed July, 2007; Completion of contract performance, 2008; I) Proposal Evaluation Criteria / Factors: Selection will be based on price and non-price factors and award will be made to the Offeror presenting the Best Value to the Government. All evaluation factors other than price, when combined, are significantly more important than price. The following non-price evaluation factors are listed in descending order of importance: 1. Prior Experience: "Prior Experience" is differentiated from "Past Performance" in that prior experience is factual, documented, information about specific work the contractor has performed, which demonstrates their technical ability to accomplish the work. Offerors will be required to submit information regarding similar projects they have completed within the past 5 years. 2. Past Performance: A measure of the degree to which an offeror has satisfied its customers in the past. The NPS will evaluate past performance based on contacting references provided by Offerors; the Government's knowledge of offeror's past performance; and / or references obtained from any other source. 3. Project Management: Offeror's proposed plans and schedules specific to this project. PRICE: The National Park Service shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 15.4
