Description
The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the Tricare Management Activity, is seeking information for the purpose of obtaining market research only. This is NOT A NOTICE OF SOLICITATION; but rather, a reque st for information (RFI) from industry that will allow the Government to identify interested sources capable of meeting the described requirement, and develop an acquisition strategy. The information sought herein is for planning purposes only and shall n ot be construed as a request for quote (RFQ), request for proposal (RFP), invitation for bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service. NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED UNDER THIS S YNOPSIS OR UNDER THIS SOLICITATION NUMBER. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Responses to this notice are not offers; will not be accepted by the Government to form a binding contract; and will not be returned. All information that is marked proprietary and received in response to this RFI, will be handled accordingly. This Notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Should a requirement arise, the full description will be detailed in the resulting solicitation. Questions concerning the requirements for a future solicitation will not be entertained. The Tri-Service Infrastructure Management Program Office (TIMPO) is responsible for providing independent and unbiased collection, analysis, and reporting of application and system performance metrics. Application and infrastructure metrics are collected t o monitor, analyze, and report on compliance with the Service Level Agreements (SLAs) as well as provide measurable, objective, and quantitative information to assist vendors with detecting, analyzing, and remediating performance problems. TIMPO is seeking to identify sources capable of providing response time measurements on applications instrumented with the Application Response Measurement (ARM) Application Programming Interface (API) features to provide response time measurements on ARM ed functions and that are Internet Protocol version 6 capable. This allows monitoring to ensure the application response times are within the Operations Requirements Document (ORD) guidelines. The ARM data collection solution shall allow TIMPO to collect ARM 2.0 statistics on up to 64,000 client systems worldwide, view statistics real time, store historical statistics in a single database and export those statistics to the TIMPO reporting system. The software solution architecture shall communicate via Hyper Text Transfer Protocol Secure Sockets or Secure Socket Layer from the client workstation to a central database and require no inbound firewall rules at Military Treatment Facilities. All connec tions must initiate from the client side of the component and support Network Address Translation or Dynamic Host Configuration Protocol. The architecture is required to ensure the system complies with Department of Defense Information Technology Securi ty Certification and Accreditation Process/Department of Defense Information Assurance Certification and Accreditation Program. The ARM 2.0 collection agent located on the client workstation must easily configure to meet the needs of TIMPO and must not exceed 20 megabytes in size. The collection agent must be able to be configured on the workstation or from a remote location by me ans of a product interface. There will be the ability to set configuration information on a single collection agent or on a group of collection agents classified by their location. Some configurable settings will be: enable/ disable, upload interval, vers ion, get_ config, send_data, cache_data, core_address, core_port, application_name, transaction_name. Data upload granularity should be configurable between 1 and 60 minutes with the ability to store up to 20 megabytes of collected data on the client workstation in the event the network connection is down. This tool should be able to upload collected data at a defin ed, uniformly distributed clock time during the specified upload interval in order to minimize network loading or provide a solution to load-balance across the enterprise. SUBMISSION REQUIREMENTS RESPONSES ARE DUE BY 4:00 p.m. on 13 June 2007 Interested firms may submit capability statements via e-mail with Application Response Measurement (ARM) Data Collection solution included in the subject line. Responses shall not exceed 10 pages when printed and should be transmitted with attachments i n Microsoft Word or PDF format. Maximum allowed electronic file size is 10 megabytes. Multiple emails authorized. Capability Packages must include the following: (1) Capability Statement demonstrating knowledge and ability to perform services. (2) Relevant Past Performance information  demonstrating ability to provide ALL capabilities noted (3) List of customers (both government and private) for which you have performed similar services within the last five years. Include contract numbers, and points of contact. (4) Business status: e.g., Small; Disadvantaged; 8(a); Women-owned; Veteran owned; Large (5) List of current GSA contracts relevant to this requirement, with contract numbers, (6) Contact information  name, title, telephone number, and e-mail address of designated corporate point of contact for this RFI. All valid e-mail responses must include the return e-mail address, company name, mailing address, telephone number, facsimile number, and a point of contact.
