- INTENT TO SOLE SOURCE NOTICE:W23BFK7057001 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued. A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications for Commercial Items must be included with the offer. The clause at 52.212-4, Contract Terms and Conditions, Commercial Items, applies to this acquisition. The cl ause 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition. The Headquarters, US Army Intelligence and Security Command (INSCOM) intends to award on a sole source basis wi th ACC TELECOM, 6410 Dobbin Road, Columbia , MD 21045, under the authority of FAR 13.106-1(2)(b)(1), Only One Source Reasonable. INSCOM intends to acquire: (0001) ANALOG INTERFACE CARD PN: ACC-002807 Qty. 2 (0002) INSTALLATION, HiPATH 3000 CABINET INSTALLATON PN: ACC-002560 Qty. 1 (0003) INSTALLATION OF ANALOG STATION PN: ACC-003770 Qty. 1 (0004) INSTALLATION OF DIGITAL STATION PN: ACC-003770 Qty. 1 Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, ACC TELECOM is the only sole source that sells the Analog Interface Cards that are compatible with the subsystems for the existing Analog an d Digital Phone Station. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 10:00 AM, EST, May 24, 200 7 by e-mail at kzhill@mi.army.mil. A determination by the Government not to compete with this proposed purchase order/contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. In order to be considered for an award, an offeror m ust have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a) and must be registered in the Central Contractor Registration Database.
