Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement c onstitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-07-T-0104 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. The Tennessee Army National Guard has the following requirements. This requirement is being advertised as a small business set-aside; the North American Industry Classification System (NAICS) C ode is 721110 with a Small Business Size Standard of six and a half million dollars ($6.5 million) per year. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: F A R 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Co ntract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JUN 2006) (Deviation) and DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions o f Commercial Items (JUL 2006) (Deviation). Quotes are due in this office no later than Wednesday, May 23, 2007, close of business four thirty (4:30) p.m. local central daylight savings time. Offers will be evaluated using the evaluation criteria outlined in FAR 13. The award will be made to the vendor whose proposal is most advantageous to the Government. The evaluated non-cost factors for this acquisition shall be location, availability, and being registered on the FEMA list and meeting the menu choices outlined for the meals. Past Performance will not be an evaluation factor in this acquisiti on. The Government requires two (2) separate quotes as described in the following two (2) scenarios. The Government reserves the right to select either scenario based on funds availability .The Contract Line Item Numbers for the first scenario are as follo ws (CLINs): 0001 Sixty (60) Breakfast meals per day for the period of June 25, 2007 to July 4, 2007 for a total of six hundred (600) Breakfast meals. 0002 Fifteen (15) Breakfast meals per day for t he period of June 03, 2007 to June 13, 2007 for a total of one hundred and sixty five (165) Breakfast meals. Breakfast meals shall consist of at least three menus offering a selection of one (1) meat, two (2) eggs, biscuits with gravy or pancakes with syrup, one (1) serving of orange or grape juice, one half (1/2 ) pint of milk and one (1) serving of coffee. 0003 Sixty (60) Dinner meals per day for the period of June 25, 2007 to July 4, 2007 for a total of six hundred (600) Dinner meals. 0004 Fifteen (15) D inner meals per day for the period of June 03, 2007 to Jun e 12, 2007 for a total of one hundred and fifty (150) Dinner meals. Dinner meals shall consist of at least ten (10) menus offering a selection of one (1) serving of meat, two (2) servings of vegetables, one (1) serving of bread, one (1) serving of desert a nd one (1) serving of tea, coffee or soda as a beverage. 0005 One (1) single room for the period of June 3, 2007 to June 13, 2007 for a total of ten (10) single rooms. 0006 Seven (7) double rooms f or the period of June 3, 2007 to June 13, 2007 for a total of seventy (70) double rooms. 0007 thirty two (32) double rooms for the period of May 31, 2007 to June 3, 2007 for a total of ninety six (96) double rooms.0008 thirty two (32) double rooms for the period of June 24, 2007 to July 5, 2007 for a total of three hundred and fifty two (352) double rooms. Dinner meals shall consist of at least ten (10) menus offering a selection of one (1) serving of meat, two (2) servings of vegetables, one (1) serving of bread, one (1) serving of desert and one (1) serving of tea, coffee or soda as a b everage. 0005 One (1) single room for the period of June 3, 2007 to June 8, 2007 for a total of six (6) single rooms. 0006 Fifteen (15) single room for the period of June 9, 2007 to June 13, 2007 for a total of sixty (60) single rooms. 0007 Seven (7) doubl e rooms f or the period of June 3, 2007 to June 9, 2007 for a total of forty two (42) double rooms. 0008 thirty two (32) double rooms for the period of May 31, 2007 to June 3, 2007 for a total of ninety six (96) double rooms.0009 thirty two (32) double roo ms for the period of June 24, 2007 to June 30, 2007 for a total of one hundred and ninety two (192) double rooms. 0010 Sixty four (64) single room for the period of June 30, 2007 to July 5, 2007 for a total of three hundred and twenty (320) single rooms. The lodging location shall be within ten (10) miles of t he US Arm y Reserve Center located at 253 Don May Road, Johnson City, TN 37615-3065. Facility must be registered with FEMA (Federal Emergency Management Agency) Fire Prevention and Control. The Gover nment reserves the right to cancel after award if lodging facility is unsatisfactory or found to be non-compliant with the requirements. Vendors who respond to this solicitation should provide a price per each meal and room and a total price for all meals and rooms. All costs must be included in the quote. Vendors shall also certify the mileage of the proposed location from the US Army Reserve Center located at 253 Don May Road, Johnson City, TN 37615-3065.
