- Acquisition Description Acquisition Description: Notice of Intent to Award to Sole Source - Contracting Office: Ms. Janice Woodson: Department of the Air Force, Air Force Material Command, Electronic Systems Center, HQ 754th Electronic Systems Group, Director of Operations, Acquisition Directorate, 200 East Moore Drive, Maxwell Air Force Base - Gunter Annex, Alabama 36114-3000. Notice: Purchase and procurement of: (1) 34 copies of Macrovision Installshield Professional Version 12 with maintenance agreement, for one year; Period of Performance shall be one year from receipt of software; (2) Maintenance Support; Quantity 34 Each; The period of performance for maintenance support shall be 1 year from receipt of software and upon installation and verification of the product. The Government intends to award a purchase order for software and maintenance as described above to Programmer's Paradise a small business. Justification: Services and supplies are available from only one responsible source under the authority of FAR 6.302. Programmer's Paradise is the only reseller of Macrovision's Installshield Professional Version 12. Interested sources may identify their interest and their capability by responding to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals received within 15 days (6 June 2007), after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. For specific questions, please contact John E. Notice is provided that the ESC Ombudsman, located at Hanscom AFB, MA, serves as the Ombudsman for all of ESC, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to ESC/CC, ESC's Deputy for Acquisition (DC(A)) or ESC's Deputy for Support (DC(S)) from industry or Government personnel, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
