- The purpose of this amendment is to answer questions from prospective vendors. Question 1: Your solicitation calls for a PC based receiver/processor. Is this truly a requirement, or may I substitute a DSP-based system? ANSWER: As stated in the synopsis/solicitation, award will be based on best value to the government and alternative proposals are encouraged. Offerors proposing alternative approaches should detail how the approach will meet the specification requirements. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (21-MAY-2007); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
