Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Transportation and Air Quality (OTAQ), Transportation and Climate Division (TCD) intends to award a firm-fixed-price purchase order to OnLocation, Inc. of Vienna, VA under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this acquisition is to obtain analysis from a current, peer-reviewed analytical tool that can be utilized to assess alternative vehicle and fuel pathways of the U.S. light-duty vehicle fleet. Under this order, the contractor will develop diagnostic runs that provide estimates of the impacts of different alternative fuels penetration patterns on U.S. greenhouse gas emissions. Scenarios to be examined include higher renewable fuel volumes, and expanded use of unconventional fossil-based fuels. The contractor will also analyze the impact of a limed number of alternative policy options to reduce greenhouse gas emissions from the U.S. light-duty vehicle fleet through 2050. Scenarios to be examined include higher fuel efficiency of the light-duty fleet, higher fuel prices, and increased penetration of alternative fuels. The North American Industry Classification System (NAICS) Code for this procurement is 541620. It has been determined that OnLocation, Inc. is uniquely qualified to satisfy the Government's requirement because it is the only firm that runs and has demonstrated ability to modify the NEMS's transportation and associated energy models. This model is unique because many of the critical production and demand factors and relationships of the U.S. transportation sector and related fuels sectors have been developed, incorporated and refined within the model. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. However, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a written capabilities statement, which, if received by the response date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
